Duration: 03 months (with the possibility of extension)

Location: Brazzaville, Congo
Dates/Duration: Stretch assignment from October 10, 2025 to January 09, 2026
Eligibility: All Fixed-Term, Permanent or continuing appointment UNICEF staff members currently working in UNICEF worldwide.

 

Purpose of the Position

The UNICEF Congo office is looking to engaging a People & Culture Officer stretch assignment position to support the office.

Under the overall guidance and supervision of the Representative, the incumbent will support the Representative on the CO by executing the 2025 PBR Recruitment Plan and the related Office’s HR support strategy, while ensuring the regular HR services.

Duration
This stretch assignment will be for a period of three (3) months, with the possibility of extension.

Responsibilities and Main Tasks:

Under the overall guidance and supervision of the Representative, the selected candidate will be assigned the following responsibilities:

  • Provide CO staff with relevant information on HR processes and policies and advise on the resolution of HR issues ensuring equitable and transparent solutions that protect both the staff and organization’s interest in compliance with internal rules.
  • Coordinate and provide operational support for end-to-end recruitment processes to the 2025 PBR recruitment plan, considering the organizational goals and targets for gender equity and cultural diversity.
  • Provide administrative support to management in the recruitment and data monitoring of consultants & UNVs.
  • Provide the required support for staff’s career development, performance management, learning & development etc.
  • Implement ongoing action plans for the CO (GSS 2024, FFI staff support, etc)
  • Participate as a resource person in capacity building initiatives to enhance the competencies of clients/stakeholders.
  • Provide orientation briefing to new staff.
  • Collect, interpret and analyze HR data to help inform decision making on HR processes and strategies.
  • Consult Regional Office, HR business partners/advisers on clarifications and update on UNICEF Policies and procedures through quality assurance to address the general inquiries/request of staff.
  • Any other tasks as requested by the Supervisor of the stretch assignment.

 

Minimum Qualifications and Competencies

Education

A University Degree in human resource management, business management, international relations, psychology or another related field is required.

Work Experience

A minimum of two years of professional experience in human resource management in an international organization and/or large corporation is required.

Language Proficiency

Fluency in French with a good working knowledge of English.

Procedure

To be eligible to apply you should have:

  • An existing Fixed-Term, Permanent or Continuing appointment within UNICEF that runs through the duration of the assignment.
  • An agreement from your supervisor to go on a stretch assignment for the full duration. The agreement of your supervisor is a pre-requisite for any stretch assignment.

  • Candidates may be contacted for an informal interview and supervisors may also be contacted for references.
  • Once the selection process has been completed, the receiving and releasing office will communi-cate to reach an agreement on the proposed start date for the recommended candidate.
  • The selected candidate will also be responsible for supervising the Admin/HR Associate.

Funding arrangement:

For UNICEF staff:

  • UNICEF Congo will pay for economy class return travel, 100% DSA for the 1st month and 50% DSA for the remaining duration of the assignment.
  • Since the selected candidate retains his/her current position and no changes will be made to his/her employment status (e.g.: post level, post number, remuneration etc.), the releasing office will continue to cover his/her full salary.
