EMOPS serves as UNICEF’s central hub for coordinating and managing humanitarian action worldwide. It ensures that UNICEF is proactively prepared for emergencies and responds effectively when crises strike. This includes overseeing policy development, emergency financing (e.g., Global Humanitarian Thematic, Emergency Programme Funds, preparedness funding), and supporting CO and RO in preparedness, deployment of surge staff, and rapid response execution.
Headquartered in New York, Geneva, and Istanbul, EMOPS maintains a strategic global presence complemented by Regional Offices, and looking forward to, the Centers of Excellence. This distributed structure ensures both strategic oversight and operational agility, enabling EMOPS to deliver tailored support and coordination across all levels—from global policy to field-level emergency implementation. This Stretch assignment will be situated in RAPS, but will also support HFSS, HPS, and PPD and PFP have clear leading roles in raising resources for UNICEF, but additional support is now needed to set out more intentionally the business and investment case for the work of the EMOPS post PBR, to support both corporate level fund raising with established donors as well targeting any opportunities with new/non-traditional donors for EMOPS. On behalf of EMOPS, RAPS will host a senior staff member on Stretch assignment to focus on developing coherent business cases with support EMOPS Sections (RAPS, HFSS, HPS, GCCS) and work closely with PPD and PFP focal points on donor mapping and strategy development. Any donor proposals will be agreed with PPD and PFP in advance and aligned with broader corporate RM strategies, as needed. PFP and PPD will retain their leadership role in communication and relationship management with Donors
As possible, connected with timing of donor calls for proposals, etc., the staff member will also assist EMOPS in drafting workstream-focused funding proposals. |

Somalia has faced long-standing conflicts, political instability, and insecurity, compounded by droughts, floods, and food shortages. These factors have significantly impacted the health of the population and severely disrupted Somalia’s delicate healthcare system, leading to some of the poorest health outcomes for mothers and children worldwide.
The leading causes of under-five mortality are pneumonia, diarrhoea, measles, and malnutrition, with pneumonia and diarrhoea alone claiming 21% and 18-20% of under-five deaths, respectively, while the leading causes of maternal mortality are postpartum haemorrhage and hypertension disorders.
The Somali Federal Ministry of Health, acknowledging that despite significant improvements in health outcomes for women, children, and adolescents over recent decades, progress has stalled. The trend is further exacerbated by worsening rates of malnutrition, poor water supply, sanitation and hygiene, low health literacy for young people, and the impacts of conflict, climate change, the coronavirus (COVID-19) pandemic as well as other social determinants of health. These have impeded efforts to fulfil relevant commitments made to advance the objectives and targets of the Global Strategy for Women’s, Children’s and Adolescents’ Health (2016–2030) and the related road maps. |
