Advert - Local Consultant – Public Finance for Children

Background and rationale:

UNICEF has worked continuously for Maldives’ children and youth. The Country Programme guides UNICEF’s partnership with the Government of Maldives, identifying key issues, activities, and outcomes to realize the rights of children and youth in Maldives. Through the Country Programme of Cooperation, UNICEF Maldives supports national frameworks and the global 2030 Agenda for Sustainable Development in order to fulfil the rights of all children and adolescents to survival, development, protection and participation in alignment with the Convention on the Rights of the Child. The work within the Social Policy section includes public finance for children, data and evidence for children, social protection, and local governance. UNICEF Maldives’ Social Policy programme is cross-sectoral in scope in support of children’s well-being with focus on inclusive policies and programmes. It aims to ensure that policy development and resource allocations are influenced through the use of reliable, disaggregated data and evidence and child-friendly budgetary tools to reduce child vulnerability. It is also set to strengthen the institutional capacities and advocate for laws, policies, budgets and social protection programmes at various levels to progressively address disparities faced by children and adolescents in Maldives.

MCO is seeking to recruit a national consultant to advance the public finance for children’s agenda, specifically to conduct national budget analysis, child-friendly budgeting and social policy analysis.

How can you make a difference? 

UNICEF Maldives is looking for a national consultant to support UNICEF’s programs in the area of Public Finance for Children. The main objective is to conduct budget analysis to improve the transparency, adequacy, equity and efficiency of child-focused public investments and financial management.

To qualify as an advocate for every child you will have… 

Education:

  • A bachelor’s degree in economics is required.
  • An advanced university degree in economics is preferred.

Work Experience:

  • A minimum of three years of relevant professional work experience is required.
  • Strong analytical and critical thinking skills are required, particularly in the area of macroeconomics, public finance management (PFM) and financing of social sectors.
  • Knowledge of PFM procedures, processes and standards would be a strong asset, specifically for upstream PFM (planning and budgeting) in medium term expenditure framework (MTEF) settings.
  • Knowledge of Government sectoral financing and management processes and procedures would be a strong asset

Remarks:  

Only shortlisted candidates will be contacted and advance to the next stage of the selection process. 

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
