Job description:

Provide strategic leadership and direction in the planning, development, implementation, management and delivery of key strategic programs, initiatives and major projects, including the development, implementation and review of frameworks, policies, systems and processes that support the delivery of strategic corporate strategies.

The Team:

The System Management and Reform (SMR) Group of the Department of Health is the central policy, strategy, and planning group for the Department. Government Relations and Strategic Policy (GRaSP) manages and progresses the Department's strategic policy and government relations agenda by providing high level strategic support to the portfolio Ministers, Secretary, Departmental Executive members, Departmental business units and Hospitals South, North, North West on all matters that fall within the scope of GRaSP's core business.

The Role:

The General Manager (GRaSP) is a specialist senior manager role whose primary objectives and responsibilities are to:

  • Provide strategic leadership and direction in the planning, development, implementation, management and delivery of key strategic programs, initiatives and major projects, including the development, implementation and review of frameworks, policies, systems and processes that support the delivery of strategic corporate strategies.
  • Provide definitive high level strategic advice to a broad range of internal and external stakeholders including the portfolio Ministers, Secretary, Deputy Secretary - SMR, Health Executive and other senior Government officers regarding the strategic intergovernmental, policy and regulation reform agenda for the health system including statewide and national issues and developments.
  • Develop highly effective and productive relationships and manage networks with a broad range of internal and external stakeholders across program areas including across both the State and Commonwealth Governments.

You will need (Up to 3 bullet points)

  1. Demonstrated high level knowledge and understanding of the health sector and the   political, social and organisational environment, together with specialist knowledge and understanding of government policy, processes and accountability requirements in the areas of regulation, intergovernmental relations, policy, communications and legislation.
  2. High level interpersonal and communication skills with the ability to build and maintain effective relationships with a diverse range of stakeholders together with the proven capacity to apply high level negotiation, influencing and consultation skills to achieve strategic objectives and meet the needs of health and human services
  3. Advanced strategic planning, conceptual, analytical and creative skills including demonstrated ability to identify relevant issues and priorities, make sound judgements and apply high level policy and program development skills to develop and implement innovative recommendations, options and solutions regarding critical system-wide strategies, directions and priorities; and provide associated high level expert advice

Details of appointment:

Fixed term, full time, day worker position, working 76 hours per fortnight, commencing as soon as possible until 31 October 2026.

*notwithstanding hours to be negotiated with the successful applicant.

Salary: 

$170,409 to $188,400 per annum + our Employer 11.5% superannuation contribution is on top of this amount.

  • Salary range is in accordance with Public Sector Unions Wages Agreement 2022

Eligibility:

Successful applicants will be required to meet the essential criteria.

  • Appropriate professional and/or tertiary qualifications in business administration, law, public policy or communications.
  • Extensive experience in intergovernmental relations and negotiations, and the operations of government, specifically policy, regulation and communications.
