Job description:

Provide definitive advice and recommendations across the Department on procurement and contracting matters. The position will resolve and support complex activities within the Department’s procurement framework and lead quality outcomes to meet key operational objectives and strategies.

Period of Appointment

Appointment to the role is on a permanent basis (up to 73.5 hours per fortnight).

Duties

  • Provide high level advice and leadership in relation to delivery of effective procurement and contracting activities.
  • Provide high level advice and produce complex legal documents relating to contracts, consultancies, goods and services, minor and major works construction and contract variations.
  • Act as a key liaison between the Department and the Office of Crown Law to ensure a consistent, coordinated and effective approach to the provision of legal services to the Department.
  • Act as Deputy Chair on the Departmental Procurement Committee in the Manager Procurement and Contract Services’ absence or when required.
  • Support the delivery of complex advice to ensure the effective management and administration of contracts across the department.
  • Provide high level client service across the Department and build and maintain strong networks with mutually beneficial outcomes to support key stakeholders.
  • Undertake high level research and provide expert advice and support to the Department regarding tender procedures (including recommendations relating to the State Growth Corporates Plan initiatives).
  • Exercise judgement by initiating and identifying recommendations to improve the delivery of complex procurement activities and business improvement involving contract management across the Department.
  • Assist the Department to maintain best practice corporate governance requirements and undertake quality assurance, including identification of opportunities for innovation, improvement and implementation in consultation with the Manager, Procurement and Contract Services.
  • Support and provide guidance and leadership to other members of the Procurement and Contract Services team to promotes collaboration and team development.

Desirable Requirements

  • Satisfactory completion of a university degree in law; or other academic qualifications that are recognised as being equivalent.
