Duties
- Provide executive level professional leadership, direction and strategic advice on best practice in behaviour management techniques and restrictive practices, including the development and implementation of service delivery policy, strategic planning and projects.
- Undertake assessment and make authoritative decisions on the use of restrictive practices by disability services providers in line with the Act, and report on these to the Secretary.
- Establish and monitor quality and safeguarding mechanisms to ensure the rights of people who may be subject to restrictive practices are protected to the greatest extent possible and disability service providers comply with any applicable guidelines and standards.
- Provide guidelines, standards and directions in accordance with the objects of the Act, best practice and contemporary clinical practice developments occurring at national and international levels.
- Provide ongoing sector education, training and advice on restrictive practices and positive behaviour support with a focus on obviating or minimising the need for restrictive practices.
- Undertake a proactive a role in developing effective linkages with the key stakeholders, including disability services providers, the NDIS Quality and Safeguards Commission, education providers and other Government Departments.
- Oversee, plan and monitor and monitor the performance of the Office of the Senior Practitioner, fostering a positive workplace culture through exemplary leadership practices and role modelling behaviour.
- Work with the National Disability Insurance Scheme Quality and Safeguards Commission (the Commission) to share information and ensure providers of NDIS supports meet their obligations under the NDIS Act and Rules (Behaviour Support and Restrictive Practice Rules 2018) as appropriate.
- Undertake and publish research in relation to behaviour support and restrictive practices, and make recommendations to the Secretary on the need to undertake this research.
- Any other functions specified by or under the Act.
- Actively participate in and contribute to the organisation’s Quality & Safety and Work, Health & Safety processes, including the development and implementation of safety systems, improvement initiatives and related training, ensuring that quality and safety improvement processes are in place and acted upon.
- The incumbent can expect to be allocated duties, not specifically mentioned in this document, that are within the capacity, qualifications and experience normally expected from persons occupying positions at this classification level.
Essential Requirements
Registration/licences that are essential requirements of this role must remain current and valid at all times whilst employed in this role and the status of these may be checked at any time during employment. It is the employee’s responsibility to ensure that registration/licences remain current and to advise the Employer if their circumstances change. This includes notifying the Employer of any new criminal convictions and/or if a registration/licence is revoked, cancelled or has its conditions altered.
- Satisfactory completion of an approved allied health professional[1] course of study at a recognised tertiary institutions and registered with the relevant National Board or, in the case of self-regulated allied health professions, full membership/eligible for membership with the relevant professional association.

- The Head of the State Service has determined that the person nominated for this job is to satisfy a pre-employment check before taking up the appointment, on promotion or transfer. The following checks are to be conducted:

Desirable Requirements
Satisfactory completion of a post graduate qualification from a recognised tertiary institution in a relevant field i.e. management, leadership, business administration, law, public policy or governance.
Extensive experience in system and business reform and / or the management of services and operation of disability or community services
