Period of Appointment
This appointment is for a fixed-term period of 12 months.
Hours per fortnight
73.50 hours per fortnight - flexible options available.
Duties
- Manage and oversee the provision of the administrative support functions and provide secretariat services to ensure business needs are met.
- Manage, develop and provide leadership to CSS staff.
- Formulate guidelines and procedures which ensure that corporate services are delivered effectively, efficiently and in accordance with Government policy, legislative requirements and the Office’s strategic objectives.
- Assist the Director CSS in the development and successful implementation of the CSS business unit plan, ensuring linkages to Office’s strategic objectives.
- Represent the Office on corporate services matters, develop and maintain stakeholder relationships with other business units, Executive Committee, State Service Agencies, private sector organisations, other Audit Offices and external organisations, acting as Director CSS where required.
- Liaise, consult, negotiate and advocate with Senior Management across the office on complex and often sensitive people management issues, ensuring effective human resources support is provided liaising with specialists under the Service Level Agreement were required.
- Provide business reports and metrics for internal and external purposes and decision making, assist with system development, business improvement and change management, playing an active role in the development and implementation of best practice to ensure continuous improvement.
- Deal with complex enquiries, prepare complex correspondence, conduct research and provide high-level advice, analysis and reporting in relation to relevant policies, procedures, practices and guidelines within the CSS scope of activities.
- Act as the first point of contact for information security and management and human resources issues, as appropriate, troubleshooting and liaising with the relevant contact point through the Office’s Service Level Agreement.
- Oversee system administration for the Office’s electronic document and records management system.
Performance is measured against Key Performance Indicators that are developed and agreed to for each role in the Office and documented in annual Performance Plans.
Pre-employment Checks
The Head of the State Service has determined that the person nominated for this position is to satisfy a pre-employment check before taking up the appointment, promotion or transfer. The following checks are to be conducted:
- Conviction checks in the following; Arson and fire setting; Violent crimes and crimes against the person; Sex-related offences; Drug and alcohol related offences; Crimes involving dishonesty; Crimes involving deception; Making false declarations; Malicious damage and destruction to property; Serious traffic offences; Crimes against public order or relating to the Administration of Law and Justice; Crimes against Executive or the Legislative Power; Crimes involving Conspiracy.
- Disciplinary action in previous employment check.
- Identification check.
Desirable Requirements
- A tertiary qualification at degree level in a relevant discipline from a recognised tertiary institution.
- Experience as a user or system administrator in the TechnologyOne and HPE Content Manager suite of products.
- A strong understanding of accountability arrangements and all aspects of corporate support functions within the Tasmanian State Service.
