Job description:

The purpose of this role is to: • Lead a multi-functional team responsible for the oversight, implementation and delivery of the department’s risk management framework, internal audit program and business continuity plans, as well as managing the agency’s property portfolio and facilities functions with a focus on continuous business improvement. • Lead the implementation and delivery of the department’s grants management framework, policy and system, together with administration of the grants and loans portfolio. • Provide high level authoritative advice with a whole of agency perspective to a broad range of stakeholders.

Duties

  • Lead and manage the Branch including setting direction, implementing change, fostering a partnership approach to the provision of quality services, a focus on continuous improvement and compliance with relevant legislation, frameworks and directions by driving a positive team culture and developing team members.
  • Lead the establishment and enhancement of best practice risk management frameworks and processes including governance of risk and audit activities and the integration of these into key business processes through collaboration with stakeholders. Provide high level secretariat and support to the department’s Risk and Audit Committee, as well as the Tasmanian Development Board (TD Board) Risk and Audit Committee.
  • Manage and contribute to an effective internal audit program, including the management of recommendations for internal and external audits by liaising with relevant Executives, managers and business units and ensuring a systematic approach is implemented for ongoing management and response.
  • Manage the department’s facilities and property portfolios, including the Tasmania Development and Resources (TDR) property portfolio, as appropriate.
  • Support the department in ensuring business continuity plans are current and foster a practical knowledge and understanding of business continuity management across the organisation;
  • Strategically manage relationships in relation to the functions of the Branch with key stakeholders including a high level advisory and consultancy service to internal stakeholders.
  • Undertake the preparation and provision of high level briefings, reports, submissions and advice to the Secretary, Deputy Secretary Business Services, Executive Committee, TD Board and other key stakeholders regarding a range of issues.
  • Chair the Departmental Procurement Committee to review processes and ensuring that moderate to high risk procurement processes are undertaken in accordance the government’s procurement policies and principles.
  • Represent the Agency at a range forums as relevant to the role in order to position the Department to meet its objectives and priorities.
