Job description:

Undertake major policy research, analysis, development, implementation and review in relation to policies at a strategic level. To provide broad based authoritative policy advice and comment from a Government-wide perspective – with particular regard to Manage and develop consultancy advice to support and coordinate the on-going policy and program development and implementation of the National Disability Data Asset (NDDA). Provide specialist advice on the legislative authorising pathways to data sharing. Assist the Tasmanian Government and/or Tasmanian Government Agencies to achieve accreditation as an Accredited Data Service Provider and Accredited User. Work with Tasmanian Agency data managers and custodians to ensure specified data is fit for purpose to give effect to the NDDA and assist with other unit priorities as required, including data-related working groups. Undertake major projects to support the Agency’s objectives and strategic directions, including significant state and national priorities.

Period of Appointment

This is a fixed term appointment for a period of 24 months

Hours per fortnight

Up to 73.5 hours - flexible options available. 

Duties

  1. Research and analyse specific policy issues and provide solutions, proposals and recommendations.
  2. Develop and implement policies that progress the Government’s strategic priorities, in collaboration with stakeholders.
  3. Prepare complex correspondence, reports and briefing notes, including Ministerial and Cabinet documentation, and supporting material for legislation.
  4. Analyse policy developments outside Tasmania and advise on implications.
  5. Develop and/or analyse budgetary and financial information regarding the NDDA in Tasmania and provide advice to Agency executive.
  6. Lead data related working groups as required to achieve unit objectives.
  7. Lead and coordinate specific legislative advice, policy review and related projects.
  8. Ensure that agreed targets, milestones and standards of allocated projects and subprojects are effectively and efficiently met.
  9. Investigate, report on, and monitor complex and sensitive matters.
  10. The incumbent can expect to be allocated duties, not specifically mentioned in this document, that are within the capacity, qualifications and experience normally expected from persons occupying positions at this classification level.

Essential Requirements

The Head of the State Service has determined that the person nominated for this job is to satisfy a pre‑employment check before taking up the appointment, on promotion or transfer. The following checks are to be conducted:

  • Current Tasmanian Working with Vulnerable People Registration.
  • Conviction checks in the following areas:
      1. crimes of violence
      2. sex related offences
      3. serious drug offences
      4. crimes involving dishonesty
      5. serious traffic offences (if Driver’s Licence is an essential requirement)
  • Identification check
  • Disciplinary action in previous employment check.

Registration/licences that are essential requirements of this role must remain current and valid at all times whilst employed in this role and the status of these may be checked at any time during employment.   It is the employee’s responsibility to ensure that registration/licences remain current and to advise the Employer if their circumstances change. This includes notifying the Employer of any new criminal convictions and/or if a registration/licence is revoked, cancelled or has its conditions altered.
