Job description:

Oversee and provide governance to major project infrastructure construction projects and asset management. Provide high level leadership, direction and management of the Strategic Infrastructure Project team and contractors as required.

Period of Appointment

Fixed Term Senior Executive appointment - for a period of 5 years

Hours per fortnight

73.50 hours per fortnight - flexible options available. 

Major Duties

  1. Provide leadership and oversight to multiple projects and asset management under each of the team’s programs with a current value in excess of $200M.
  2. Oversee the management of program/project manager’s, specialist consultants and contractors and to align work with the new prison infrastructure outcomes. Responsible for the preparation of commission briefs for all project consultants and arrange for their appointment and management in accordance with Government Procurement Policy. In coordination with the various Steering Committees and the Department of Justice Finance Director, execute appropriate agreements with suppliers or subcontractors.
  3. To be responsible for the preparation and submission of Government infrastructure investment submissions.
  4. Accountable for managing the overall execution of all Projects to the Major Projects Oversight Committee (MPOC). Responsible for accurately informing the Secretary of a project’s overall status, with particular regard to cost, schedule, quality, safety, and stakeholder relationship.
  5. Manage and co-ordinate the purpose, scope, time, cost and quality aspects of all projects. Ensure they are consistent and comprehensively defined in sufficient detail to provide a sound basis for decision-making and oversight. Responsible for establishing and updating project forecasts and leading Project oversight reviews. Maintain and update the Program Plans providing key information, and responsibilities and delegations for the various project components, including costs.
  6. Delegation of duties/responsibilities to project staff and in coordination with other management functions.
  7. Coordinate meetings of project working groups with those of the Steering Committees and arrange for appropriate reports on project status and other matters to be prepared for these meetings.
  8. Establish appropriate arrangements for commissioning and handover of the various components of the completed projects.
  9. Develop appropriate quality assurance procedures and practices and ensure they are implemented, arrange appropriate audits and reviews as required. Develop and implement a Risk Management and contingency framework for the program and prepare a schedule of major approval authorities required, including who is responsible for securing such approvals.

Desirable Requirements

  • Minimum of 5 years Infrastructure Project Management experience.
  • Relevant tertiary/professional qualifications.
  • A senior executive with a proven record in a large private or public sector organisation in a similar role.

  1.
