Job description:

The General Manager, Operations is a key leadership and management role within the Business Services Group and is responsible for strategic oversight, management, and direction of Financial operations and budget management, Risk management and internal audit, Asset management (property and facilities), Procurement (contracting, grant and loan services) and Emergency response and recovery. The GM Operations is responsible for the delivery of high-quality services in the achievement of agency performance objectives and ensuring integrity, accountability and strategic use of agency financial and physical resources. The role requires strong leadership to drive efficiency, transparency and effectiveness in the use of public funds and resources and will work closely and engage with the department’s executive and senior managers, to provide insights to support the formulation of strategic initiatives and policy decisions. As a senior role within the Business Services leadership team the incumbent will be responsible for providing a high level of leadership through input to the Groups objectives, implementation of strategic plans in accordance with State Growth’s and whole of service strategic objectives and driving the State Growth culture and role modelling the Agency values.

Period of Appointment

Appointment to the role is on a fixed term basis for a period of five years.

Duties

  • Provide high level strategic advice to the Secretary, Deputy Secretary Business Services, and broader agency executive on all aspects of business operations strategy, business planning and resource management.
  • Lead and oversee the financial operations and budget management functions of the department (including Tasmania Development and Resources), including creation and execution of a cohesive financial and budget policy framework aimed at enhancing the efficient and effective allocation and control of the agency’s resources, and optimisation of results. 
  • Provide leadership and strategic direction for the establishment and enhancement of best practice risk management frameworks, including governance of risk and audit activities, ensuring integration into business processes.
  • Lead and oversee a client focused advisory service for procurement and contracting matters affecting the delivery of agencies business.  Ensure the establishment and maintenance of framework and strategies for grant. loan and procurement and contract related activities facilitating compliance with government guidelines and achieve consistent and appropriate standards for contract management in the Agency.
  • Ensure the effective management and coordination of the department’s emergency planning, preparedness, incident response management and recovery activities.
  • Provide high level strategic and authoritative policy advice on relevant business operations issues and risks to the Secretary, Deputy Secretary Business Services and Executive to ensure that all decisions are informed by high-quality information and consider risk and real-time implications.
  • Provide leadership and oversight of the Division to optimise resource allocation, develop and enhance skills, prioritise client satisfaction, and provide value-added services. Contribute to shaping the State Growth strategic plan by defining objectives, KPIs, and yearly business plans to tackle present and future challenges while meeting stakeholder needs.
  • Foster a culture of excellence in client service and business improvement across the Division aligned with the corporate objectives, agency values and client business needs and adopt strong change management practices to support the implementation of new processes and/or initiatives in achieving agency objectives.
  • Establish and maintain strong collaborative working relationships with the department’s Executive to build a positive workplace across the department. Work collaboratively with other Agencies to influence government-wide Finance and Resource allocation activities.
  • Represent the department at whole of government and interagency forums, participating as a member on relevant steering committees as a key stakeholder in relation to major projects and act as the department’s primary contact for negotiations with related agencies and stakeholders.

Desirable Requirements

  • Tertiary qualifications in accounting, business, finance, economics, law or commerce or other relevant field.
