Duties
Policy, Strategy and Advisory Services
- Provide authoritative advice to the Health Complaints Commissioner on the interpretation, application and operation of the National Code of Conduct for Unregistered Health Care Workers and associated legislative frameworks.
- Lead the development, review and implementation of policies, procedures, guidelines and operational frameworks supporting Code of Conduct administration and enforcement.
- Monitor trends, risks and emerging issues relating to unregistered health care workers and regulatory oversight and provide evidence‑based advice to strengthen public protection.
- Conduct research and analysis on best‑practice regulatory approaches and interstate developments and make recommendations to enhance regulatory effectiveness and consistency.
Complaints, Investigations and Conciliation
- Independently manage and undertake complex, sensitive and high‑risk complaints and investigations involving alleged breaches of the National Code of Conduct.
- Assess jurisdiction and risk, identify regulatory issues, and determine appropriate responses in accordance with legislation, policy and the principles of natural justice.
- Gather and analyse evidence, conduct interviews with parties and witnesses, and prepare comprehensive investigation reports, statutory notices, correspondence and recommendations.
- Support regulatory decision‑making processes, including matters relating to prohibition orders, interim prohibition orders and public warning statements as provided for under the Act.
- Facilitate or undertake conciliation where appropriate, ensuring processes are fair, proportionate, trauma‑informed and timely.
Stakeholder Engagement and Relationship Management
- Build and maintain strong working relationships with internal colleagues and external stakeholders including professional bodies, peak organisations, enforcement agencies and interstate regulators.
- Represent the Office of the Health Complaints Commissioner in meetings, forums, consultations and interjurisdictional working groups as required.
- Liaise with regulatory and integrity bodies to support coordinated information‑sharing and regulatory responses consistent with legislative powers.
Education, Training and Continuous Improvement
- Develop, deliver and evaluate education and awareness initiatives relating to the National Code of Conduct, consumer rights, complaint pathways and provider obligations.
- Promote understanding of minimum standards of conduct and practice expected of unregistered health care workers in Tasmania.
- Contribute to organisational learning and continuous improvement in regulatory practice, investigation methodologies and complaint management.
Other Duties
- Assist with broader business initiatives and projects as required by the Health Complaints Commissioner.
- Undertake other reasonable duties consistent with the classification as directed.

- Pre-employment (National Police Record) checks for: Arson and fire setting, violent crimes and crimes against the person, sex-related offences, drug and alcohol related offences, crimes involving dishonesty, deception and/or conspiracy, making false declarations, malicious damage and destruction to property, serious traffic offences, crimes against public order or relating to the Administration of Law and Justice, Executive or the Legislative Power.
- Disciplinary action in previous employment.
- Identification check.
Desirable Requirements
- Tertiary qualifications in law, health, public administration or a related discipline.
- Formal training or experience in investigations, regulatory practice or alternative dispute resolution.
- Experience working within a health complaint, legal, regulatory or integrity agency environment.
- A Tasmanian Registration to Work with Vulnerable People.
