Salary and Benefits

The salary range will be from $200,000 - $220,000 per year.

This position is a Management Personnel Plan (MPP) position in the CSU, and serves at the pleasure of the President.

The CSU enjoys a generous benefits program with employer paid life insurance ($100,000), as well as health, dental, and vision insurance with the monthly premium largely paid by the CSU. Additionally, we offer a broad range of other benefits which includes dependent and health care reimbursement accounts, tuition fee waiver, 401k, 457 and 403(b) plans.

About the Position

The purpose of the Student Health and Counseling Services (SHCS), is to provide basic medical care, counseling, and psychological services and health promotions to CSUEB students and to help students be successful in school so they may achieve their academic, personal and career goals.

Under the general direction of the Associate Vice President, Student Support Services, the position is delegated the responsibility for oversight of the Student Health and Counseling Services.  In additional the position directly oversees the operations of the Student Health and Counseling Services and function independently under the Executive Order, CSUEB and SHCS policies and procedures, and other applicable federal and state laws, in executing the duties of the Director, Student Health and Counseling Services.  The position performs the specialized public health / health care functions independently per licensure under applicable State and Federal rules and regulations.  Additionally, this position has direct responsibility for the operation of Student Health and Counseling Services and performs public health functions for the University.

Responsibilities

Oversee Clinical Services and Direct Operations of Student Health and Counseling Services

  • Provide leadership role for Student Health and Counseling Services (SHCS).
  • Oversee strategic planning for SHCS.
  • Perform short and long range planning for SHCS.
  • Prepare quarterly and annual reports for Associate Vice President and/or Strategic Planning Committee.
  • Prepared semi-annual budget reports for Division of Student Affairs, as needed.
  • Develop and manage SHCS budget, including mandatory student health fee funds, health facilities fee funds, trust funds, and various alternative revenue streams.
  • Update SHCS protocols and procedures to streamline operations and ensure compliance with CSU Executive Orders, and federal and state rules and regulations.
  • Oversee operations of medical, nursing, counseling services, medical administration, health and wellness services, x-ray, pharmacy, laboratory, and special consultant services for SHCS.
  • Oversee and maintain accreditation by appropriate, nationally recognized, independent review agency such as the Accreditation Association for Ambulatory Health Care, Inc. (AAAHC) every three years.
  • Oversee compliance of Student Health and Counseling Services with Executive Orders on University Health Services, the CSU Policy on Student Mental Health and other relevant EO’s.
  • Oversee compliance with Health Insurance Portability and Accountability Act, State Confidentiality of Medical Information acts, and FERPA, especially with respect to requests for the release of medical and counseling records and the response to subpoenas.
  • Oversee Quality Assurance (QA) and Quality Improvement (QI) Activities.
  • Oversee Student Health Center facilities maintenance, repairs and improvements.
  • Oversee HIPAA compliant information technology infrastructure for SHCS, including implementation of new / upgrades of medical and counseling software and hardware systems.
  • Serve as Ex-Officio member of Student Health Advisory Committee.
  • Oversee health promotion functions.
  • Oversee risk management functions for SHCS and handle complaints, as needed.
  • Review various statistical reports on a monthly basis, and as needed.
  • Represent SHCS on CSU SHC Directors’ Groups.
  • Oversee provision of limited University Occupational physicals, workers’ compensation cases, and select employee health services.
  • Direct supervision of clinical operations and oversight of providers.

Perform Supervisory and Personnel Management Functions

  • Supervise all department heads in Student Health and Counseling Services.
  • Initiate and approve all position descriptions and recruitment requests.
  • Make salary recommendations and adjustments based on level of responsibilities, market equity and SHCS and General Fund budget constraints.
  • Evaluate and oversee evaluation of SHCS operations and services.
  • Initiate and oversee personnel actions, as necessary, including performance counseling and progressive disciplinary actions.
  • Oversee clinical clerkships for nurse practitioners, resident physicians and medical students.

Perform Leadership Roles for Health and Wellness Functions for the University / CSU

  • Perform role as University Health Officer for Disaster Preparedness.
  • Serve on various University Committees such as Critical Incident Response Committee, Student Care Committee, Alcohol Tobacco and Other Drug Advisory Committee, Alcohol Sanctions Committee, University Risk Management Committee.
  • Oversee University Automatic External Defibrillator Program.
  • Oversee required immunization compliance and TB screening for the University.
  • Serve on CSU Select Committee on Mental Health Services or task forces as recommended.
  • Provide Consultation for Human Subject Review Committee (IRB) regarding select research proposals.
  • Maintain professional relationships with local Public Health Agencies.
  • Provide Health Care Services per State licensure, and SHCS privileges.
  • Assist in writing various grants.
  • Serve on management team for Student Affairs.

Perform other duties as assigned by the Associate Vice President, Student Affairs, Student Support Services Cluster.

Required Qualifications

Incumbents must possess and maintain the legal requirements for the practice of medicine in the California State University system, including the following:  

  1. A valid  State of  California  license to  practice medicine. 
  2. Current  American Board of  Medical  Specialties  (ABMS)  or  American Osteopathic  Association (AOA)  board certification appropriate for  the assigned duties e.g. family  medicine,  general  internal  medicine,  gynecology,  general  pediatrics,  emergency  medicine,  or preventive medicine.
  3. A valid drug  Enforcement  Agency  (DEA)  registration  and  number  for  prescribing  controlled  substances. 
  4. Current  cardiopulmonary  resuscitation  and  automated external  defibrillator  (CPR/AED)  certification  as appropriate for  the  assigned duties.
  • Possession of knowledge, skills and abilities required for the practice of primary care medicine in an outpatient setting.
  • Thorough knowledge of and the ability to effectively apply the principles and methods essential to the assigned medical specialty, and in the diagnosis and treatment of common medical disorders, and in the assessment and response to emergency situations,
  • Thorough knowledge of community resources in medical treatment, counseling and public health practices.
  • Thorough knowledge of local, state, and federal laws and regulations pertaining to the practice of medicine, nursing, counseling, laboratory, pharmacy, radiology, public health, and the operational of an outpatient primary care and counseling clinic.
  • Thorough knowledge of HIPAA, CMIA, and FERPA. 
  • Thorough knowledge of Cal-OSHA regulations applicable to an outpatient medical clinic, 
  • Thorough knowledge of California Dept, of Public Health (CDPH) and Center for Disease Control (CDC) Infection Control Guidelines.
  • Thorough knowledge of applicable professional ethics and standards.
  • Ability to serve as a mentor and resource consultant for other health center personnel; and the ability to establish and maintain effective working relationships with a variety of medical practitioners and specialists, as well as students, administrators, and faculty.
  • Knowledge of Executive Order and CSUEB SHCS Protocols and Procedures Manuals and Quality Improvement processes.
  • Maintain proficiency with medical equipment and computer systems, including electronic health records, as appropriate, in SHCS.
  • Ability to lift up to 25 pounds.
  • Possession of professional skills in health care specialty; health care management, organization, leadership and communication skills.

Minimum Qualifications

  • Graduation  from  a  medical  school  and  completion  of  a  residency  training  program  in  a  primary  care  field  such  as family  medicine,  general  internal  medicine,  gynecology,  general  pediatrics,  emergency  medicine,  preventive medicine accredited  by  the  Accreditation Council  for  Graduate Medical  Education (ACGME)  or  equivalent. 
  • 5+ years experience in medical administration including supervision of medical staff. 

Preferred Skills and Knowledge

  • Knowledge of CSU Executive Orders, CSUEB and SHCS policies, protocols, and procedures.
