Salary and Benefits

The starting salary placement depends on qualifications and experience and is anticipated to be in the range of $4,058.00/month to $5,400.00/month.

About the Position

The Office of Human Resources provides all of the human resources function for staff employees at CSU East Bay which includes the Hayward main campus, Concord campus and the Oakland Professional Development Center.  The department is responsible for all traditional campus human resources activities including staff recruitment, compensation, training, progressive discipline, employee and labor relations, classification, and benefit programs administration for faculty and staff.  All activity within the Office of Human Resources is conducted under strict rules of confidentiality.

This position focuses on providing confidential administrative support in the areas of recruitment and other administrative functions including special projects. 

Responsibilities

Recruitment

  • Prepare job postings for review and approval by HR Manager.
  • Post jobs on external websites (i.e. Chancellor’s Office, EDD, etc.) and on internal job page.
  • Work with hiring manager and HR manager to identify advertising needs and recommend advertising sources.
  • Coordinate advertising requests with vendor.  Reconcile advertising invoices and follow-up with department on unpaid invoices.
  • Develop and maintain social media outlets (i.e. Facebook, LinkedIn, Twitter, etc.) for recruitment purposes.
  • Source candidates for various positions using social media, online sourcing on LinkedIn, resume databases, websites and other available online tools.
  • Close or cancel job postings and notify candidates when position is filled or cancelled.
  • Ensure recruitment documents are complete and maintain electronic files of closed recruitments.
  • Send weekly email to all staff with listing of new and existing job openings.
  • Ensure position descriptions are signed and filed accordingly.  Ensure applications are placed in personnel files.
  • Respond to phone, email or in person candidate inquiries regarding application status, job status, etc.

Unemployment Claims

  • Respond to email notifications of unemployment claims submitted through Case Builders Equifax by researching and providing accurate information regarding the claimant’s employment history (i.e. dates of employment, salary, assignments, reason for termination, wages, retirement status, etc.).
  • Complete EDD forms such as Request for Wages, New Employee Registry Benefit Audit, Request for Additional Information, Benefit Audit, and Benefit Accuracy Measurement (BAM) Audits.
  • Interact with EDD Representatives by providing employment information (i.e. working title, start/end date, etc.) and clarify issues regarding appointment dates and wages.

  • Collaborate with Equifax Representative regarding unemployment claims.

Other Duties and Responsibilities

  • Respond to general questions and inquiries for departments, managers, and employees regarding an HR process.
  • Provide new hire reports to unions as needed.
  • Maintain position description files by ensuring they are correctly organized and up to date.
  • Provide back-up as necessary to front desk.
  • Provide support for benefits and leaves as well as GRARB (Grievances and Arbitration).
  • Route eSAFs to appropriate HR staff member.
  • Other duties and special projects as assigned.

Required Qualifications

  • Knowledge of applicant tracking systems.
  • Proficiency in MS Word, Excel, Access, PowerPoint, Adobe Acrobat, Adobe Sign, Google Mail and other internet tools.
  • Excellent written, verbal and electronic communication skills.
  • Knowledge of principles, functions, and processes of Human Resources.
  • Ability to maintain confidentiality in order to work with highly sensitive issues.
  • Exemplary interpersonal communication skills, experience working with diverse staff, and ability to exercise discretion and professionalism at all times.
  • Strong customer service orientation.

Minimum Qualifications

  • Bachelor’s degree in Business Administration, Human Resources or other related field.
  • Minimum of 2 to 3 years in Human Resources or equivalent with considerable knowledge of principles and practices of HR administration including recruitment.

Preferred Skills and Knowledge

  • Proven experience as a recruitment specialist, recruiter or similar role.
  • Knowledge of sourcing techniques on social media and niche professional websites like LinkedIn, Facebook, and Higher Ed Jobs.
  • Ability to learn new skills quickly through both structured training and self-directed on the job practice.
  • Familiarity with current collective bargaining contracts.
  • Knowledge of PeopleSoft, PageUp, CIRS, and Cascade Server.
  • Strong interpersonal and organizational skills.
  • Ability to work independently and manage several projects simultaneously.
  • Ability to rapidly acquire knowledge of the organizational and functional structure of the University.
  • Ability to interface and coordinate with University departments.
  • Ability to effectively communicate ideas and recommendations verbally and in writing to a wide spectrum of contacts.
  • Ability to effectively present information and respond to questions from groups of managers, employees, and the general public.

Condition(s) of Employment

Satisfactory completion of a background check (including LiveScan, as appropriate), that may include, but is not limited to: criminal records check, verification of academic credentials, licenses, certificates, credit history, professional references and/or verification of work history is required for employment.  Cal State East Bay will issue a conditional offer of employment to the selected candidate, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Unsatisfactory results may also affect the continued employment of current Cal State East Bay employees who were conditionally offered the position.

All background checks are conducted through the university's third party vendor, Accurate. LiveScan is conducted through the University Police Department.
