About the Position

In accordance with the Americans with Disabilities Act Amendments Act (ADAAA), sections 504 and 508 of the Rehabilitation Act, applicable state laws and CSU policies, Accessibility Services provides eligible students with disabilities academic accommodations, disability counseling, and campus and community resources for an accessible educational experience. Accessibility Services ensures that Cal State East Bay’s campus climate is inclusive and facilitates accommodations in all areas of learning.

Under the direction of the Accessibility Services Director, the Assistive Technology Coordinator oversees Assistive Technology services for students receiving support through Accessibility Services. This includes, but is not limited to: conducting assessments for students with disabilities and their need for assistive technology, determining best options for students from low-tech solutions to high-tech solutions, and training students on the use of such assistive technology. This position may provide assessments and training for staff and faculty with disabilities in conjunction with the department of Human Resources.

Working with campus Information Technology Solutions (ITS), the Assistive Technology Coordinator may assist with Voluntary Product Accessibility Templates (VPAT), Information and Communications Technology (ICT) reviews, Accessibility Conformance Reports (ACRs) and/or Effective Alternate Plans (EAP). Additionally, the Assistive Technology Coordinator oversees the provision of Accessible Testing accommodations and provides technological support to that program as needed.

Responsibilities

Coordinate Activities and Functions for the Provision of Assistive Technology:

  • Provide direct customer service to students, staff and faculty with disabilities while exhibiting sensitivity to and understanding of, the diverse population at Cal State East Bay.
  • Conduct assistive technology assessments for Cal State East Bay students with disabilities receiving accommodations through Accessibility Services to determine assistive technology needs.
  • According to assessments, recommend appropriate assistive technology to enable students to have equal access to their courses and campus services.
  • Act as the primary trainer across various assistive technology platforms for students, staff and faculty as needed.
  • Respond to user-reported accessibility issues pertaining to assistive technology. Work with users and developers, if necessary, to troubleshoot a solution in a timely manner and document solutions.
  • Install, program, configure and maintain assistive technology on select computers across campus.
  • Maintain and track university loans of assistive technology equipment: hardware and software. Keep up-to-date inventory of all equipment.
  • Hire, train, schedule and lead student assistants as needed and as approved by the appropriate administrator.
  • Submit monthly reports in a timely manner and/or as requested by the supervisor.
  • Work within the established program budget. Monitor the budget monthly and immediately bring any concerns to the attention of the supervisor.
  • Present workshops to students in Accessibility Services on a variety of Assistive Technology topics.
  • Coordinate media captioning requests with campus ITS and Service Desk.
  • Provide input to the supervisor on program enhancements.
  • Conduct manual accessibility tests with JAWS on instructional materials, as needed.
  • Continually keep abreast of emerging accessible technologies, major trends in the field, related laws and common practices through the development of a diverse professional network and engagement in relevant professional development opportunities.
  • Assist in performing research and development with new industry technology that may be suitable for implementation; identify accessibility solutions as part of implementation.
  • Keep current on local, state and federal regulations regarding ICT accessibility for individuals with disabilities.
  • Create and maintain guidelines, processes, checklists, how-to documents/videos and web-based resources to support students using assistive technology.
  • Present and/or demonstrate to campus communities, as requested, on topics related to assistive technology, working with students with disabilities and accessible course materials, among others.
  • Collaborate with Online Campus with feedback for online, hybrid and web-enhanced courses regarding conformance with accessibility standards and regulations such as Section 508 and WCAG 2.1 Level AA accessibility standards; make recommendations for compliance as needed.
  • Work closely with partners and advocates to support campus-wide initiatives with technology expertise and recommendations.
  • Work to promote an accessible and inclusive academic environment.

VPAT/ ICT Review/ACR/EAP:

  • Work with campus ITS, and other campus partners, to review and test third-party information and communication technology purchases for accessibility and conformance with accessibility standards and guidelines specified in Section 508 and WCAG 2.1 Level AA.
  • Contribute to the acquisition of VPATs, and the consideration and creation of ICT reviews, ACRs, and EAPs, as needed.

Other Duties as Assigned:

  • Participate on the Accessible Technology Initiative (ATI) committee.
  • Participate on other committees as directed.
  • Participate in events such as commencement, resource fairs, or other university events that may occur during evenings or weekends.
  • Contribute to team effort by accomplishing related tasks as needed.

Special Conditions

This position has been identified as having significant responsibility for student and campus activities and will be required to function as a Campus Security Authority (CSA) under the Clery Act. In accordance with CSU Executive Order 1107, Implementation of the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, the incumbent will be responsible for reporting allegations of Clery Act crimes to the University Police Department and/or the University Clery Director.

Responsibilities of the CSA include:

  • Report all alleged Clery Act Crimes in a timely manner.
  • Report any alleged Clery Act Crimes that are reported to the incumbent using the online CSA Reporting Form • Complete annual training requirement.

Minimum Qualifications

  • A Bachelor's degree in Computer Science, Information Systems, Educational Technology, IT Operations or a related field; or an equivalent combination of related education and experience.
  • Basic foundation of knowledge and skills in technical information systems and application program packages which may include working knowledge of common software application packages, equipment platforms, reference database systems and sources and training methods and a basic understanding of networks, data communication and multimedia systems.
  • Experience and/or knowledge of assistive technologies.

Required Qualifications

  • Proven record of exceptional customer service, creating a welcoming and supportive environment.
  • Knowledge and skills in technical information systems and application program packages.
  • High degree of knowledge of assistive technologies (hardware and software; low tech and high tech) on multiple platforms including Windows, Mac, iOS and Android; knowledge of designing and testing methodologies on each platform.
  • Strong understanding of IT accessibility as it relates to the higher education environment.
  • Experience reviewing and testing third-party information and communication technology purchases for accessibility and conformance with accessibility standards and guidelines specified in Section 508 and WCAG 2.1 Level AA
  • Knowledge of accessibility standards and guidelines (WCAG 2.1 Level AA, WAI, Section 508, ARIA); accessibility auditing and testing tools and strategies including but not limited to Section 508 and WCAG 2.1 Level AA validation toolsets.
  • Demonstrated interpersonal and communication skills in working with users to interpret needs and provide appropriate solutions.
  • Ability to perform system, database, and network maintenance tasks.
  • Ability to analyze and troubleshoot system connections and interface malfunctions.
  • Ability to effectively communicate technical concepts and solutions, verbally and in writing, to both technical and non-technical individuals, including presenting in front of an audience.
  • Extensive knowledge and experience with accessible principles of Universal Design and understanding of accessibility issues related to emerging web technologies, multimedia and learning environments.
  • Extensive knowledge of the ADAAA of 2008, Sections 504 and 508 of the Rehabilitation Act, as well as applicable state laws and CSU policies.
  • Strong commitment to accessibility principles for students with disabilities in higher education.
  • Ability to work effectively with diverse populations in a higher education setting.
  • Basic principles and practices of project management; principles and procedures of record keeping; oral and written communication skills.
  • Experience with problem solving, teamwork, and collaboration while managing multiple and sometimes competing priorities.
  • Experience testing Web sites and software applications for accessibility.
  • Experience supporting assistive technology users with disabilities.
  • Ability and willingness to learn new technologies quickly.
  • Hands-on experience supporting industry leading assistive technologies such as JAWS, Window-Eyes, ZoomText, NVDA, Kurzweil, Read and Write, Fusion, Glean, OrbitNote, and Dragon Naturally Speaking.
  • Ability to leverage data collection tools such as surveys, questionnaires, and interviews, and process into compelling narratives in both written, verbal and statistical forms.

Preferred Skills and Knowledge

  • Three (3) years of experience in assistive technology.
  • Three (3) or more years of experience working in a higher education environment.
  • A Master's degree in relevant field and/or Assistive Technology Certificate.
  • Extensive experience with, and understanding of, universal design principles and accessibility principles related to emerging web technologies, multimedia, and learning environments.
  • Demonstrated experience assisting individuals in the application of accessibility technologies and principles.

Condition(s) of Employment

Satisfactory completion of a background check (including LiveScan, as appropriate), that may include, but is not limited to: criminal records check, verification of academic credentials, licenses, certificates, credit history, professional references and/or verification of work history is required for employment.  Cal State East Bay will issue a conditional offer of employment to the selected candidate, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Unsatisfactory results may also affect the continued employment of current Cal State East Bay employees who were conditionally offered the position.
