THE DEPARTMENT:

The President is the Chief Executive Officer of the University and is responsible for all operational and strategic aspects of the University, including student recruitment, retention and graduation; academic policies and programs; state and non-state operating budgets; personnel policies and procedures; external outreach, collaboration and fund raising, etc. The Office of Employee/Labor Relations and Compliance (ELRC) is located are units within People, Culture and Institutional Affairs (PCIA) in the Office of the President.

 

DUTIES AND RESPONSIBILITIES: 

  • Under minimal supervision of the AVP of Employee/Labor Relations, provide HR policy interpretation and guidance to EODA/HR Ops units and advise on compliant course of action. Analyze and interpret state and federal legislation and regulations and personnel policies and procedures to answer policy questions from campus employees. Conduct special research assignments, including gathering and analyzing data and preparing recommendations for consideration by management. Act as a compliance resource providing interpretative support and regular updates on new policies within scope.
  • Oversee the Form 700 filing process, the Outside Employment Disclosure filings, Nepotism Policy, CSU Background Check Policy, CSU Reference Check Policy, the Child Abuse and Neglect Reporting obligation acknowledgments, Voters’ rights, immigration policies, and other HR-related notice, form-filing and training requirements; Ensure campus compliance with Conflict of Interest laws and policies; Revise or develop communications, forms, procedures and processes to implement and ensure campus compliance with the aforementioned requirements; develops self-audit guidelines including timelines to ensure compliance with governing statutes and organizations. Conduct policy review sessions to provide information and analysis on new policies, changes to old policies, and highlight procedures and practices that may be impacted.
  • Communicate policy changes to campus community in lay terms that facilitate understanding to support HEERA managers. Draft ELR-issued notifications on various subjects such as the Reaffirmation of Campus Policy Statements, Conflict of Interest, Annual Performance Evaluation Reminders, CBA changes, and Technical Letters. Maintain and update the HR Policy website with links to relevant CSU and CPP policies and federal and state regulations, codes, and statutes.
  • Provide backup support to ensure best practices for recruitment and other employment related activities, including consulting on EEO issues in staff and MPP III and IV recruitments, preparing federal and state required employment reporting, conducting workplace investigations and reviews, and preparing investigation reports, written recommendations and other related written communications; Assist the ELR&C team by providing policy research and interpretative support in the drafting of CPP’s responses to enforcement agency complaints and union grievances.

 

 

QUALIFICATIONS:

  • Bachelor's Degree - Or equivalent combination of work experience and education. 
  • Driver's License, Valid and in State
  • At least five (5) years of progressively responsible experience involving legislative/policy research, analysis and interpretation, audit/compliance and HR policy and compliance and
  • Demonstrated knowledge of applicable HR related policies, laws and regulations;
  • Demonstrated ability to: Independently handle multiple work unit priorities and projects;
  • Demonstrated ability to apply a variety of policies and procedures where specific guidelines may not exist;
  • Clearly communicate ideas and recommendations verbally and in non-standard correspondence and reports to effectively convey complex information to a wide array of audiences;
  • Deliver training and draft policy communications; effectively handle a broad range of interpersonal contacts, including those at a higher level and those sensitive in nature;
  • Use a broad range of technology, systems, and software packages; and perform standard business math, such as calculate ratios and percentages
  • Strong interpersonal and verbal communications skills as well as proficiency in written communication with the ability to effectively convey complex information to a wide array of audiences
  • Ability to manage multiple, competing priorities and meet deadlines while working in a rapidly changing complex organization
  • Demonstrated effectiveness in written and verbal communications.

 

 

PREFERRED EXPERIENCE: 

  • Advanced degree in a related area (MBA or JD)
  • AWI Certificate Holder 
  • SHRM-CP certification
  • Strong integrity, flexibility, and ability to adapt
