Job Summary:

This role is responsible for providing leadership over the planning, development, and implementation of innovative, high-impact learning and development experiences to advance the strategic vision of the college’s goals and principles. The position is responsible for managing and supporting the assessment of organizational needs and the design, implementation, and evaluation of programs that facilitate the professional development and continuous learning of TCCD employees.

Primary Duties and Responsibilities:

Essential Performance Requirements*
⦁ Designs, develops, and implements organization-wide strategic learning and development programming
Researches, creates, and customizes professional quality training and professional development materials for delivery
⦁ Consults with leaders to assess needs and design custom solutions based on needs
⦁ Manages assigned programs and projects
⦁ Reviews instructional materials from a variety of vendors and chooses appropriate materials based on intended session goals and objectives
⦁ Collaborates with faculty and staff groups on instructional and learning and development trends
⦁ Evaluates programs, services, resources, and facilitator performance to assess effectiveness, drive continuous improvement, and ensure learning solutions, technologies, and delivery methods remain current, relevant, and aligned with organizational needs
⦁ Utilizes artificial intelligence and emerging technologies to improve departmental operations, enhance learning and development services, support data-informed decision-making, and foster innovation across programs, projects, and strategic initiatives.
⦁ Utilizes knowledge of adult learning styles, instructional design, group dynamics, interactive learning methods, quality improvement processes, and group process facilitation to enhance program portfolio
⦁ Conducts needs assessments using data-informed evaluation methods to identify current and future learning and development priorities, ensuring programs, resources, and services align with organizational goals.
⦁ Delivers small and large-group professional development sessions in an engaging manner to a range of audiences using a variety of instructional approaches and delivery methodologies

General Supervision and Management
⦁ Responsible for personnel management, evaluation, and development of assigned operational and learning and development staff
⦁ Provides leadership in identifying, directing, continuously monitoring, and supporting training and development designs and implementation
⦁ Supervises and develops a team of learning facilitators for the planning, coordination, delivery, and evaluation of professional learning programs

Service Excellence
⦁ Participates on behalf of the College in external community organizations and associations
⦁ Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite
⦁ Completes all required training and professional development sessions sponsored through the Tarrant County College (TCC) Institute
⦁ Supports the mission, values, goals, and principles of the College

Supervision
⦁ Works under the general supervision of the Executive Director of Org Development and Faculty Affairs

Required Minimum Qualifications:

⦁ Master's degree
⦁ Five (5) years of working experience directly related to the Essential Performance Requirements
⦁ Three (3) years’ experience supervising direct reports, including assigning work, managing performance, coaching employees, and supporting employee development

Preferred Qualifications:

⦁ At least one (1) year's working experience leading faculty development programming

Knowledge, Skills and Abilities:

⦁ Knowledge of core learning theories, frameworks and assessments and ability to use these in a practical way
⦁ Knowledge of adult learning principles and change methodologies
⦁ Skilled with planning and project management
⦁ Skilled in excellent customer service and interpersonal relationships, including strong listening, verbal, and written communication
⦁ Ability to organize and prioritize work and manage multiple tasks and projects
⦁ Ability to analyze data and provide sound recommendations based on policy, procedure, practice, and existing regulations
⦁ Ability to understand data and analytics to enhance effectiveness and efficiency of learning programs and tools
⦁ Ability to think strategically and translate functional or organizational performance gaps into learning and development strategies
⦁ Ability to think critically to effectively solve and communicate problems where the demands for work are varied, and unpredictable in scope and volume
⦁ Ability to use computer applications and enterprise systems, including proficiency with word processing, spreadsheet, and presentation software
