Job Summary:

This position will work with the GIS Lead within the AMA Establishment team to create GIS maps for Irrigation Grandfathered Rights, conduct analyses, and provide technical support associated with the Active Management Areas (AMA) section's GIS needs. This will include spatial analyses, research, clearly summarizing water resource-related information in reports and documents, creating clear and aesthetically pleasing maps, and assisting with customer service requests.

The ideal candidate will be excited about using GIS tools to address natural resources challenges, will thrive in a dynamic environment with shifting demands, will be curious and creative in solving problems, and will be able to effectively collaborate with team members across multiple AMA programs.

 Hybrid work schedule (some work in the office and some work from home) is available for this position.

Job Duties:
  • Provide technical support associated with the implementation of the AMA section's GIS needs, including spatial analyses, map production, performing historic water rights research, and maintaining the sections geodatabases and critical layers.
  • Responsible for compiling, analyzing, and interpreting water resource information from a variety of sources including databases, published reports, aerial imagery, observations, and applications
  • Responsible for providing accurate and efficient customer service to all entities both public and private sector.
  • Support AMA staff with GIS-related questions or projects.
  • Troubleshoots operating problems with GIS systems and maintains services in ArcPro.
  • Other duties as assigned
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Information sources and research methods and techniques utilized in water resources management.
  • Principles of physical geography, hydrology, and/or hydrogeology.
  • Mapping software including ESRI ArcPro; cartographic principles, geographic projections, data sources and formats, information analysis, relational databases and geodatabases.
  • The nature and occurrence of surface water and groundwater, specifically as it relates to the hydrology of Arizona
  • The ecological, hydrological, engineering, and socio-economic aspects of water usage and water supply
  • Current concepts and practices in water resource management and conservation
  • Current State and Federal water resource management laws and regulations, including water rights administration, annual reporting requirements, and major water use sectors (municipal, industrial, and agriculture)
  • Department policies and procedures as well as the statutes and rules pertaining to water resources management

Skills in:

  • Using Excel, Access, and other software to compile, organize, analyze, and interpret water resource management data.
  • Researching, reading, analyzing and evaluating documents.
  • Working well within a team environment, including establishing and maintaining effective working relationships within ADWR, other governmental entities, private and public sectors.
  • Preparing maps based on application/historic data, aerial photography, land survey etc.
  • Interacting with members of the regulated community, requiring careful exercise of independent judgment, tact, and diplomacy.
  • Effective written and oral communication.
  • Performing detail-oriented tasks accurately and efficiently.
  • Applying a multi-disciplinary approach to investigate complex, sensitive, and visible water resource management issues and prepare timely documents.
  • Assisting with the coordination of projects and collaborating with Department staff, other agencies, and possibly the regulated public.
  • Presenting complex concepts and materials so they are understandable to diverse audiences

Ability to:

  • Communicate effectively with the public, in both written and oral form
  • Facilitate projects with other ADWR staff, other governmental agencies, and the regulated public
  • Compile, analyze and interpret water resource management data from a variety of sources including calculations, observations and evaluation of historical records, maps, aerial photography, and census information
  • Ensure adherence to Department policies, rules and procedures and State and Federal Statutes and rules
  • Interpret and explain Department policies, rules and procedures and State and Federal statutes and rules
  • Prepare reports/recommendations encompassing multiple, interrelated, and sensitive/highly visible water resource management issues.
  • Create, modify, and manipulate advanced data sets.
Selective Preference(s):

Preferred candidate should have four(4) years of water resources experience, or bachelor's degree and two(2) years of related experience or master's degree. 

Candidate should have GIS, ESRI ArcPro and/or cartographic experience.

Retirement:

Positions in this classification participate in the Arizona State Retirement System (ASRS).
Please note, enrollment eligibility will become effective after 27 weeks of employment. The current contribution rate is 12.27%.
