The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Contract Management Coordinator. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services empower individuals with developmental disabilities to lead self-directed, healthy, and meaningful lives.
Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have a spouse or a close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.
Job Duties: |
Essential Duties and Responsibilities include but are not limited to:
● Leads the coordination, review, analysis, and evaluation of proposed material changes to a vendor's contract. Works in collaboration with the assigned Contract Management Specialist, their supervisor, and the qualified vendor. Presents their recommendation for the proposed material change to the Contracts Manager for final approval or denial.
● Main point of contact for the resolution of vendor insurance compliance and escalation of contract compliance issues. Reviews escalation packets and assist specialists to prep packets, requests additional documentation from internal and external stakeholders or subject matter experts as needed to support escalation. Participates in vendor compliance inquiry meetings.
● Leads performance improvement efforts through data analytics, development and monitoring of metrics, assisting with development and implementation of systems to ensure compliance and consistency with policy and procedure, the applicable state and federal law and regulations and ensures that the Division is effectively conducting business through development, execution, and management of contracts for service.
● Supports the Contract Management Supervisors by providing leadership, coaching and training to Contract Specialists as assigned, assists with the development/revision of training materials, standard work, and desk aids.
Knowledge, Skills & Abilities (KSAs): |
Knowledge in:
● Federal and state laws and statutes pertaining to contracting including Title XIX (AHCCCS).
● Arizona Procurement Code and DES-DDD policies and procedures pertaining to Contract Compliance.
● Business administration, procurement practices and Contract management for human services.
Skills in:
● Planning, development and maintenance of documents, forms and service specifications, policies, guides and desk aids.
● Interpersonal relations applied to communications with DDD organization personnel, other agencies and services providers.
● Negotiations, problem resolution, good decision making, listening, logical and creative reasoning.
Ability to:
● Work independently and collectively with colleagues and team members.
● Mentor and coach work colleagues.
● Multi-task, prioritize large quantities of work, develop workflow, metrics and detailed oriented.
Selective Preference(s): |
The ideal candidate for this position will have:
● 3 years of contract experience. Experience with DDD Qualified Vendor Agreement and or experience working in government human services preferred.
Pre-Employment Requirements: |
● Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
● Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.
