The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:

This position provides administrative support to the Physical Plant Supervisor II (PPSII) for the North region of the Facility Management Office. Duties include assisting with timely, accurate expenditure reports for purchase orders and credit cards; helping develop and implement fiscal policies and business procedures; recommending process improvements; and submitting HR-related documents. Process all purchase order and credit card invoices for payment. Prepares special fiscal reports and studies for the department supervisor and upper management. Oversee Maintenance personnel in the Supervisor’s absence via the Pride Web work order system for urgent and emergency requests. Supports administrative tasks such as payroll and computer-based training submissions, ensuring documents are submitted on time, correctly formatted, and using proper form versions. Promotes a culture of continuous improvement through teamwork, root cause analysis, standard procedures, and performance metrics.

Job Duties:

Responsibilities include:
• Oversees daily accounting operations including budget tracking, accounts payable, vendor payments, and credit card purchases. Serves as a liaison with DEMA Accounting and Purchasing staff.
• Ensures documentation accuracy and compliance with ADOA accounting policies and AFIS transaction procedures.
• Prepares and submits cyclical and ad hoc fiscal reports and studies to all management levels.
• Manages record keeping and accounting for all expenditures, purchase orders, and credit card transactions. Maintains a spreadsheet as a reporting reference.  Serves and submits cyclical and ad hoc fiscal reports and studies to all management levels.
• Serves as a liaison to DEMA HR staff and supports FMO North personnel with submitting personnel actions and HR requests.
• Reconciles ledger control accounts with detailed statements and activity reports. Prepares general journal entries for expenses and project cost allocations.
• Oversee Maintenance personnel in the Supervisor’s absence using the Pride Web work order system for urgent and emergency requests.
• Serves as the face and voice of CFMO North Office and acts as the primary point of contact for all communications.

Selective Preference(s):

Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. The preferred candidate should have an associate’s degree in finance, accounting or similar field. 2 years experience working in a Construction or Facilities related office. Knowledge of the Arizona Procurement Portal (APP) site. Knowledge of the Pride Web work request program.

• This position requires possession of and ability to retain a current, valid Arizona state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
• In State travel is required.
• Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 1 investigation for the purpose of obtaining a Common Access Card (CAC) within one year of hire.
