The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:

The Grants Reservist II position serves in a part-time, on-call, as-needed position.
The position executes various financial and cost auditing functions, including grant coordination, managing program processes and procedures, overseeing federal and state program funds, and performing related tasks as needed. The role requires collaboration with agency staff and coordination with federal, state, local, and tribal agencies to design, develop, modify, and implement agency projects and programs. Key responsibilities include assessing the feasibility and goals of programs, developing effective monitoring and evaluation procedures for both new and ongoing initiatives to ensure program compliance and integrity, and consulting with relevant personnel about program goals, objectives, accountability, and service delivery. Additionally, the position involves assisting in the preparation of funding proposals, grant applications, and fiscal controls, as well as developing operating procedures, plans, and manuals. The role also requires interpreting federal and state regulations that govern programs and may include representing the agency at meetings with other governmental entities and various community groups. The employee will be responsible for preparing a variety of technical reports and processing reimbursement requests in accordance with grant guidelines to ensure timely payment. Prepares for immediate, around-the-clock response and no-notice recall to the State Emergency Operations Center (SEOC), the Alternate Emergency Operations Center, and/or the Joint Field Office (JFO) during disaster activations or drills/exercises. Engages in training for designated SEOC positions and executes assigned responsibilities in alignment with internal agency policy. Actively participates in promoting a continuous improvement of workplace culture, through the use of teamwork, root cause problem solving, standard operating procedures, and review of performance metrics.

Job Duties:

Responsibilities include:
• Collaborate with Infrastructure, Grant Administration, Finance, Contracting, Audit Staff, and sub-recipients to process, track, and monitor financial documents and agreements for applicants and programs. Process reimbursement requests from sub-recipients in accordance with the grant guidelines.
• Prepare and maintain comprehensive monthly and quarterly financial reports for grant programs to ensure accurate and up-to-date cost accounting.
• Assist program staff in ensuring that sub-recipients and the State of Arizona provide proper documentation according to program rules and procedures. Adjust routing procedures to enhance program effectiveness.
• Collaborate with state, local, and federal agencies on financial and cost auditing functions of designated grant programs.
• Provide excellent customer service and maintain professional interactions with applicants, internal and external individuals, and stakeholders.
• Coordinates and facilitates fiscal meetings and activities with stakeholders assigned.
• To conduct monitoring visits with sub-recipients and stakeholders to ensure fiscal compliance with federal and state guidelines.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Methods and procedures used to provide guidance on grants and to interpret state and federal laws, rules, and regulations related to emergency management grant programs.

Skilled in:
• Prepares reports and materials for presentations and outreach, as well as performing various key administrative functions.
• Effective verbal and written communication with colleagues and sub-recipients.
• Proficiency in using a personal computer is required, which involves composing correspondence, creating and maintaining spreadsheets, navigating the Internet, and communicating via email.
• Experience with Microsoft Office applications, Adobe Acrobat, and Google Workspace is essential.

Ability to:
• Monitoring and tracking key documentation and correspondence to and from sub-recipients.
• Listening effectively and taking action based on communication received.
• Establish and maintain effective interpersonal relationships with coworkers and grant applicants.
• Multitask and manage time efficiently.
• Maintain accurate and orderly records, including both hard copy files and electronic files, utilizing Microsoft and Google applications.

Selective Preference(s):

Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. Preference will be given to candidates with experience in grant management, auditing, finance, budgeting, and customer service.

Pre-Employment Requirements:

• Requires possession of and ability to retain a current, valid state issued driver's license. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete the required driver training (See Arizona Administrative Code R2-10-207.12).
• Selected incumbents are required to pass a criminal background investigation and have identification enabling them to enter federal facilities.
