| Job Summary: |
The Agency Learning and Development (L&D) Manager is a strategic leader responsible for designing and implementing learning programs that develop employee and leader skills aligned with business objectives. The role manages engagement and L&D initiatives, measures their effectiveness, and supervises a team of L&D professionals and plays a key role in enabling the organization to attract, retain, and engage employees. Reporting to the CHRO, the manager collaborates with senior leaders to maximize workforce resources and ensure compliance with laws and policies. This position requires travel for meetings and activities.
Major duties and responsibilities include but are not limited to:
- Facilitates, leads/manages and participates in projects, activities, programs, communications and committees related to organizational L&D and engagement.
- Direct supervision, guidance, and support to a team of L&D professionals. Responsible for assigning and overseeing daily tasks, facilitating professional growth through coaching and mentoring, conducting regular performance reviews/discussions, and fostering a collaborative team environment. Ensures that team members are aligned with goals and best practices and addresses challenges or conflicts promptly to maintain high standards of service and productivity.
- Responsible for compliance with applicable laws, statutes, rules, policy, procedures, etc. and for monitoring and reporting mandatory training compliance.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

| Selective Preference(s): |
Minimum:
Five or more years of experience in relevant areas with increased responsibility over time, requiring at least two years' experience supervising and/or leading teams. Bachelor's degree in relevant field may substitute for two years of experience.
