Job Duties
The Department of General Services, Division of Engineering and Buildings, is responsible for the administration and enforcement of the Virginia Uniform Statewide Building Code as it relates to buildings on state property, for developing state policies and procedures on the procurement of professional and construction services and for establishing accessibility standards for state owned buildings.
We are seeking a qualified Business Operations Specialist to perform tasks related to technology systems management, process documentation and development, building official forms processing, temporary permit review and processing, demolition permit review and processing, and coordination of training and certification programs.

This position is eligible for a hybrid telework schedule (telework 2 days/week) upon completion of an approved telework agreement.
Minimum Qualifications
Experience and excellent skills in the use of Microsoft Office, word processing, spreadsheet, presentation and database software, including the ability to independently create, review and edit a wide variety of forms, reports and other documents using above software and other specialized software.
Experience in the design, testing, and use of menu-driven computer programs to enter and manage project data and compile and print reports is required.
Experience in preparing documents and presentations and coordinating seminars and/or other training exercises.
Experience with business process modeling and documentation.
Strong analytical and problem-solving skills.
Experience in developing the functional requirements of various aspects of business systems and documenting those requirements for implementation including mock-ups of system improvements and reports.
Experience in the development and execution of plans for thorough testing of system upgrades prior to operational release.
Excellent written and verbal communication skills.
Ability to prioritize, multi-task and schedule workload to meet both normal completion schedules and special deadlines.
Ability to work independently and exercise judgment.
Ability to work collaboratively with cross-functional teams.
Valid driver’s license customer service and interpersonal skills.
Knowledge and experience in the design, administration and use of web-enabled document/records management and database management systems.
Ability to obtain ICC Permit Technician certification within 9 months.
Additional Considerations
General knowledge of architectural/engineering technology.
Administrative work experience in architecture/engineering/construction environments.
Experience with Bluebeam.
Experience in administering training and certification programs.
