Purpose of Position

This position reports primarily to the Administrator of the Puller Veterans Care Center (PVCC) for daily scheduling, leave management, and work assignments, while maintaining a relationship with the Director of IT infrastructure and Operations for guidance on agency IT policies and directives. The IT Lead Engineer is responsible for providing day-to-day technical support to PVCC. The engineer will fulfill service requests, resolve network related incidents and solution problems, while supporting changes to servers, applications, databases, and support rollout of new equipment, including PCs, mobile devices, and DVS enterprise networks. This position will provide support for the agency's End Users and Network Operations. As the lead, the engineer will provide technical leadership, coach and manage daily duties for the contracting staff of IT Engineers per the direction of PVCC leadership and/or IT Leadership. The role acts as local security officer responsible to ensure compliance with the Virginia Information Technology Agency (VITA) and Department of Veterans Services’ policies, and guidelines; compliance with state and federal statutes governing the collection and security of data, and the administration of IT systems and applications. The Lead IT Engineer will also support and escort key VITA and other related suppliers and vendors for site specific needs. Corrective action regarding job performance is overseen by the Administrator of PVCC.

Job Duties

Support PVCC Leadership and staff with IT service desk and triage of IT issues

Resolve network and infrastructure issues

Set up, configure, upgrade, manage, and troubleshoot firewalls, routers, switches and other network devices

Assist in running and maintaining the IT security program

Provide application support for all DVS IT applications and any standard desktop applications (Adobe, Microsoft, etc.)

Install and troubleshoot wireless access points and extenders

Install voice and network cabling, IPsec, and various WAN and Internet service provider solutions.

Resolve issues related to desktop and laptop PC hardware, software, and operations, mobile devices (IOS and Android)

Resolve issues related to voice / telephone systems (VOIP, analog, Centrex, etc.).

Provide technical leadership on various activities related to the design, documentation, implementation, calibration, repairs, and maintenance of network hardware and software


Attend regular team meetings with PVCC Leadership and the agency Director of IT

Meet regularly with the supervisor and other key stakeholders for projects or new initiatives

Coach and manage daily duties for the contracted on-site IT engineer.

Collaborate with other team members to share daily duties and suggested troubleshooting methods and solutions

Report status on tasks as directed by PVCC Leadership and the agency Director of IT

Attend training related to PVCC and agency policies

Track all end-user support activities per PVCC and/or agency protocol

Track all IT assets

Document any changes to systems, update training and system documents, and write up new procedures to solutions of issues and problems


Participate in special projects assigned by PVCC leadership and/or IT leadership

Lead projects as directed by PVCC leadership and/or IT leadership

Ensure timely completion of assigned tasks

Demonstrates a professional and courteous attitude toward all PVCC and agency staff, customers/clients (veterans & family), and support vendors, while communicating clearly and effectively with each

Respond to phone calls from the PVCC leadership and/or IT Leadership within 15 minutes during business hours, by at least a text message if a call cannot be answered or returned immediately

Respond to emails from PVCC leadership and/or IT leadership within 4 hours during regular business hours

Update the shared IT Calendar with planned events (leave, travel, etc.) with the Administrator or Assistant Administrator

Minimum Qualifications

High School Diploma, GED, or equivalent

Training in Windows systems and networking (MCSE a plus).

Eight years of relevant experience in Helpdesk and network/infrastructure support

Considerable experience in network design, implementation, operation, and troubleshooting

Considerable experience in networked storage devices, service administration and network management devices

Demonstrated knowledge in overall architectural design, implementation, and operation of modern IT infrastructure networking

Ability to perform and complete concurrent assignments on time, independently, and deliver quality results

Considerable experience supporting windows server and Azure cloud environment.

Demonstrated ability to effectively investigate, analyze, and resolve complex technical issues from design, implementation, to operation

Demonstrated ability to work effectively in a team environment

Additional Considerations

Associate or Bachelor's degree in Information Technology, Computer Science, or other related field of study a plus in leu of experience

MSCE Certification a plus
