Summary: Facilities and Services consists of the Project Development and Engineering group that manages both Capital Construction and small projects across the NMSU System; Facilities Operations, which is organized in traditional shops and is responsible for the physical operation and maintenance of NMSU Las Cruces I&G buildings.
Classification Summary:
Reports to centralized Administrative and Finance division, providing complex university level consultation and advisement. Responsible for complex central office accounting processes or advanced activities associated with maintaining ledger accounts and for developing financial statements and reports for the NMSU System. Provides functional advice or training to less-experienced accountant positions. Advises management regarding the effective use of resources and methods to maximize earnings.
Classification Standard Duties:
Direct responsibility and accountability for complex accounting processes or advanced accounting activities. Oversees and coordinates appropriate revenue levels by actions such as letter of credit draw downs and cost reimbursement or fee-for-service billings; oversees major liability accounts for the organization. Directs the functional work of assigned personnel which may include training, work allocation, and problem resolution. May serve on University committees that develop accounting policies and procedures. Oversees daily processing and accounting for revenue and expenditures by departments; reviews and reports financial transactions to funding sources; ensures accuracy, completeness, and compliance with university, local, state, and federal requirements, and standard accounting and audit procedures. Oversees key accounting information for the NMSU system within the finance system. Interprets and analyzes financial operations and transactions, forecasts trends, and develops special complex reports and analyses for management and funding agencies; makes recommendations for asset utilization and expenditure control. Maintains and administers complex accounting and database applications. Coordinates with university auditors and assists independent auditors with interim and year-end audits, as appropriate. Performs miscellaneous job-related duties as assigned.
Required Education, Experience, Certification/License, Equivalency
Required Education:Bachelor's degree in Accountancy.; Required Experience:Five (5) years of professional experience directly related to the standard duties as outlined.; Equivalency:Bachelor's degree and successful completion of at least 15 credit hours of Accounting (ACCT) course work and five (5) years of professional experience directly related to the standard duties as outlined.; Required Certification/License:
Knowledge, Skills and Abilities
KNOWLEDGE:Advanced knowledge of applicable local, state, and federal regulations, and generally accepted accounting principles. Advanced knowledge of computerized information systems used in financial and/or accounting applications. Advanced knowledge of finance, accounting, budgeting, and cost control procedures.; SKILLS:Short- and long-term planning; problem analysis and resolution; report preparation and presentation; interpersonal and organizational communication, both oral and written.; ABILITIES:Ability to communicate effectively, both orally and in writing. Ability to analyze and interpret financial data and prepare financial reports, statements and/or projections. Ability to develop and maintain effective working relationships; maintain accurate and orderly records; use independent judgment and initiative; organize and direct activities; implement policies and procedures to maintain compliance with various regulations.
Job Duties and Responsibilities
This position plays a critical role within Facilities and Services (F&S Accounting), providing oversight and managing the project-related activities within FS including activities and project-related financial information in AiM and Banner.

Oversees key accounting information for the NMSU system within the finance system regarding specific Facilities and Services data, including Capital Outlay. Interprets and analyzes financial operations and transactions, forecasts trends, and develops special complex reports and analyses for management and funding agencies; makes recommendations for asset utilization and expenditure control. Maintains and administers complex accounting and database applications such as AiM. Performs miscellaneous job-related duties as assigned.
Preferred Qualifications
Masters degree in a related field. Experience in AiM, Banner, AggieMart, Analytics. Experience with project account setup and work order billing processes in AiM. Experience in capital project accounting processes and related various funding sources. Experience with departmental PCard processes.
