Job Duties and Responsibilities: Provides guidance and consultation to department heads, faculty, and administrative staff on human resources policies, procedures, and best practices. Develops, coordinates, and delivers training for departmental staff and leadership on college procedures and university policies, including those of New Mexico State University. Ensures departments remain informed about compliance requirements, HR processes, and operational best practices for personnel management. Aids in the monitoring and tracking of college salary budgets to ensure alignment with approved funding and position allocations. Works closely with college leadership and departments to review personnel funding, monitor salary expenditures, and support accurate budget planning related to staffing. Collaborates with Payroll and central Human Resources to ensure accurate and timely processing of payroll transactions and personnel actions. Processes and manages HR documentation, including Personnel Action Forms (PAFs). Works with HR Benefit Services to support employee benefits processes, including Workers’ Compensation claims, and assists with the coordination of Family and Medical Leave Act (FMLA) requests. Interprets, applies, and ensures compliance with university policies, state and federal employment laws, and regulatory requirements. Provides authoritative guidance to departments to ensure consistent and compliant HR practices across the college. Independently reviews HR operations and personnel processes, identifies areas for procedural improvement and operational efficiency, and recommends enhancements to strengthen compliance and organizational effectiveness.
Qualifications
Required Education and Experience:
Associate’s Degree + 4 years of relevant experience or a Bachelor's degree
+ 2 years of relevant experience.

-Demonstrated professionalism and discretion in managing complex and sensitive workplace matters

-Ability to interpret and apply complex policies, procedures, and regulatory requirements
-Experience coordinating multiple priorities and managing high-volume workflows with accuracy and attention to detail
-Strong interpersonal and relationship-building skills with the ability to work effectively with leadership, faculty, and staff
-Excellent written and verbal communication skills
-Ability to identify process improvements and implement operational efficiencies
-Ability to work independently while exercising sound professional judgment
