Department Summary

The University of North Texas Health Science Center at Fort Worth, Gibson D. Lewis Library serves as host of the Regional Medical Library (RML) for the Network of the National Library of Medicine (NNLM) Region 3. As the RML, we coordinate outreach services and provide programming on behalf of the National Library of Medicine throughout Arkansas, Kansas, Louisiana, Missouri, Nebraska, Oklahoma, and Texas. This office is funded through a cooperative agreement from the National Library of Medicine, an institute of the National Institutes of Health.

Position Overview

The University of North Texas Health Science Center at Fort Worth, Gibson D. Lewis Library serves as host of the Regional Medical Library (RML) for the Network of the National Library of Medicine (NNLM) Region 3. As the RML, we coordinate outreach services and provide programming on behalf of the National Library of Medicine throughout Arkansas, Kansas, Louisiana, Missouri, Nebraska, Oklahoma, and Texas. This office is funded through a cooperative agreement from the National Library of Medicine, an institute of the National Institutes of Health. The Executive Director (ED) of the Network of the National Library of Medicine, Region 3 (NNLM R3) works with the University Librarian and NNLM R3 Deputy Director to establish goals, policies, strategic plans, and objectives for the NNLM R3. The Executive Director administers the day today operations of the RML and develops program plans, coordinates projects, and provides contract oversight. The ED evaluates program effectiveness, collaborates with NN/LM staff on funding development, announcements of funding, engagement assessment, education coordination, and program development and management. The ED recruits, trains, evaluates and supervises RML personnel.

Minimum Qualifications

Master's degree in library or information science and five (5) years' of related experience; or equivalent combination of education and experience.

Knowledge, Skills and Abilities

  • Ability to develop specific goals and plans to prioritize, organize, and accomplish work.
  • Ability to work collaboratively and building strategic relations with colleagues, coworkers, constituents and volunteers.
  • Skill in identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
  • Knowledge of local, state, and federal laws and regulations relevant to the administration of federal or state funds.
  • Skill in public speaking and delivering presentations to individuals and groups.

Preferred Qualifications

  • Knowledge of the Network of the National Library of Medicine Office's programming and services.
  • Familiarity with the National Library of Medicine’s programs and strategic initiatives. Experience
    providing educational and outreach programming.
  • At least three years experience with personnel supervision and budget management in an academic or medical library.
  • At least three years experience participating in the community engagement effort of an academic or medical library.
  • Ability to work in a team environment. Proficient with NLM databases. Experience with MS office
    applications.
  • Ability to follow through on assignments. Excellent oral and written communication skills.
  • A valid driver’s license and travel is required.

Job Duties:

  • Oversees the development and implementation of programming for the seven (7) state region of Arkansas, Kansas, Louisiana, Missouri, Nebraska, Oklahoma, and Texas.
  • Develops the budget and monitors established budgetary goals and objectives. 
  • Directs the culture and management of data produced by outreach activities for purposes of continuous program improvement and required federal reporting. 
  • Maintains the Regional Emergency Preparedness Plan and works with other RMLs on the National Emergency Preparedness Plan. 
  • Facilitates and maintains productive relationships with NNLM network members, advisory board members, and other stakeholders. 
  • Develops subcontract evaluation mechanisms, monitors subcontracts and evaluates quarterly reports. 
  • Recruits, provides onboarding, trains, evaluates and supervises RML personnel. 
  • Provides personnel with clear directions and priorities with emphasis on quality standards, service and team work and meets regularly with assigned personnel to discuss progress, issues, program planning and problem resolution.
