Job Summary This position leads, oversees, and participates in the more complex and difficult work of staff responsible for providing professional planning services to the City involving administration and implementation of the City of Brownsville’s Bicycle and Pedestrian Sidewalk & Trails Master Plan. This position is responsible for providing new solutions and project ideas for future projects and connectivity with other mobility initiatives. Additionally, this position will serve as project manager for specific City Bicycle and Pedestrian grants and city funded projects and programs that may be existing or proposed. |

Key Functions/Knowledge/Skills • Collect, compile and analyze complex planning issues including the fiscal impacts of growth and development; review the fiscal analysis of development projects submitted by private developers that include bicycle and pedestrian components into their development. |
Minimum Education & Experience Master’s degree, or bachelor’s degree plus two years of experience, or associate’s degree plus four years of experience, or high school graduation or GED plus six years of experience. |
Special Certifications & Licenses
Requires TxDot Local Government Project Procedure Qualification Program Certification (LGPP) or willing to obtain Certification within six (6) months of employment.
Valid Texas Driver’s License.

General guidelines: requires a lot of interpretation and non-standard responses to varied situations; have to figure out where to go for answers; must take multiple factors into account; some control over priorities.
Supervisory & Responsibility
Regularly assigns and monitors the work for up to two employees; provides direction and guidance and maintains the flow of work for those employees.
Financial Responsibility
Calculates amounts due, using some judgment; receives and processes larger amounts balances receipts and cash from one or more other employees; monitors budget; brings problems to attention of supervisor; has substantive input into overall organizational budget.
Level & Frequency of Outside Contact
Frequent contact with the public or other organizations; interactions may require obtaining cooperation of people; courtesy and tact are required when dealing with moderately difficult or sensitive issues.
Physical Demands
Office job with little or occasional light physical effort. Ability to exert up to 20 lbs. of force occasionally to move objects.

Responsible for use of equipment/property such as office equipment, supplies, etc., which are used in office.
