Job Summary The Deputy City Secretary is a highly responsible, second-in-command leadership role within the Office of the City Secretary. Under the general direction of the City Secretary, this position assists in the planning, coordination, and oversight of all departmental functions, including elections, records management, public information, vital statistics, and legislative support. The Deputy serves as Acting City Secretary in the absence of City Secretary and ensures compliance with federal, state, and local regulations. Creates and maintains relationships with City departments and external entities and coordinates various activities. Provides high level administrative support to the City Secretary. |

Key Functions/Knowledge/Skills • Prepares and publishes agendas, minutes, and notices for City Commission and other public meetings. |
Minimum Education & Experience Bachelor’s Degree in Public Administration, Political Science, Business, or related field (degree preferred). |
Special Certifications & Licenses
Valid Texas Driver’s License.
Once the Texas Registered Municipal Clerk (TRMC) Certification is obtained, recertification is required every five years.
Acknowledgement of Paternity Training Certificate Completion, Paternity Opportunity Program, Texas Attorney General, or ability to obtain within one year of employment
Must be able to pass a fingerprint based criminal background check, per the requirements of the Texas Department of State Health Services, Vital Statistics Section.
Notary Public or ability to obtain within 90 days of employment.

Level & Frequency of Outside Contact
Lots of contact with highly varied groups involving sensitive or difficult interactions that require persuasion and negotiations.
Physical Demands
Office job with little or occasional light physical effort, may require brief periods of muscular exertion, such as standing, lifting, moving, pulling, pushing, etc. Ability to exert up to 20lbs. of force occasionally to move objects.
Responsibility for Equipment & Property
Responsible for use of equipment/property such as office equipment, supplies, etc., which are used in office. Use of City Vehicle.

Office job, no adverse conditions.
Other Requirements
Membership and participation in the Texas Municipal Clerks Association, Inc. (TMCA) and Lower Rio Grande Valley Chapter required.
Attendance at TMCA certification and professional development training (travel required).
Must maintain confidentiality and demonstrate high ethical standards.
