The HR Programs and Services unit manages the university's benefits, medical leaves, work-life, HR compliance, learning and development, and recognition programs for all employees. The unit provides HR support services to the campus community and is responsible for generating and distributing HR communications to all university employees. The unit develops and maintains HR programs in collaboration with campus stakeholders to support university leadership and institutional priorities.
Position Summary
As the Leaves Manager, you'll play a vital role in supporting the well-being of our employees by managing the university's leave administration programs. Reporting to the Associate Director of Benefits, you'll supervise a dedicated team while serving as the university's expert on leave administration. Your work will help employees navigate some of life's most significant moments and challenges with compassion, consistency, and expertise.
You'll oversee the day-to-day administration of a broad range of leave programs, including the Family and Medical Leave Act (FMLA), Oregon Family Leave Act (OFLA), Paid Leave Oregon (PLO), parental leave, military leave, hardship leave, and the university's donated leave programs. You'll provide guidance on complex and sensitive leave cases, coordinate with the associate director and campus partners to resolve escalated issues, and help ensure compliance with federal and state laws, university policies, and best practices.
Beyond managing daily operations, you'll work closely with the Associate Director of Benefits to enhance leave programs through strategic planning, process improvements, and continuous service enhancements. This is an opportunity to make a meaningful impact by improving the employee experience while supporting the university's mission and fostering a culture of care and compliance.
We're looking for someone who combines technical expertise with sound judgment and effective skills in listening and customer service. Because this role involves close collaboration with employees, campus partners, and the leaves team, it requires a regular in-office presence to support effective communication, relationship building, and departmental operations.
Minimum Requirements
•Five years of leave administration experience including demonstrated expertise in interpreting and applying applicable federal and state laws, regulations, policies, and procedures that affect leaves administration (e.g. FMLA, OFLA, Other state leave programs).
•Two years of supervisory experience.
Professional Competencies
•In-depth knowledge and understanding of medical leave administration, laws, and trends.
•Ability to develop, evaluate, maintain, and effectively communicate streamlined processes and best practices related to leave administration.
•Ability to work on a variety of projects and tasks simultaneously.
•Ability to produce the highest standards of work with confidentiality and integrity.
•Flexibility to shift directions quickly when priorities change, recommend creative solutions to problems, and deliver against tight deadlines.
•Strong interpersonal, collaboration, customer service, and teamwork skills.
•Excellent communication skills; ability to effectively communicate complex information to individuals from diverse backgrounds and cultures.
•Ability to work effectively and supportively with customers navigating stressful situations
Preferred Qualifications
•Experience in data analysis and reconciliation, including creating and maintaining reports.
•Working knowledge of UKG Ready and the Banner HRIS system.
•Experience working in higher education or the public sector.
•Experience working with Collective Bargaining Agreements.
