VDOT Richmond District, Traffic Operations Management Team is excited to announce they are seeking an experienced self-starter to serve as their Traffic Operations Specialist. The position will assist in managing operations programs for the maintenance and operations of the Traffic Operations Center (TOC) and Safety Service Patrol Program (SSP). You will assist in the planning, coordination, and execution of complex traffic incident response, emergency weather operations and special events; and lead VDOT staff and contractors in performing activities outlined in contract documents. Selected candidate will participate in the development and execution of critical emergency and special event plans; and lead/oversee TOC and SSP operations during severe inclement weather events and emergency operations. Position will assist in managing operations program for the maintenance and operations of the TOC and SSP programs and their associated Advanced Traffic Management System (ATMS); provide direct support to the Program Manager by independently monitoring traffic operations contracts and providing guidance and direction to contractors; interpret and analyze policies/directives related to TOC and SSP operations; to develop standard operating procedures (SOP’s); and to deliver effective operations programs. Monitor compliance with established SOP’s, provide statistical data and prepare reports on district operations for the agency and stakeholders. You will effectively communicate key information to stakeholders to include VDOT staff, other local, state and federal agencies on matters related to complex VDOT traffic plans, critical response to incidents and TOC and SSP Operations. Position may serve as Point of Contact (POC) for Program Manager in his absence.

Minimum Qualifications
The successful candidate will have:
• Knowledge of transportation engineering, systems engineering or business management
• Knowledge of contract management and policy interpretation
• Ability to work, make sound independent decisions during critical emergency situations and time sensitive activities
• Ability to communicate effectively both orally and in writing to include presentations to managers for project updates and traffic plans
• Ability to manage multi-disciplinary contracts and lead agency/contract staff within a diverse workforce
• Ability to solve analytical problems related to program operations and implementations.
• Knowledge of traffic operations, emergency response and coordination of highway incidents
• Valid driver’s license required
Additional Considerations
• Knowledge of traffic operations, transportation applications and strategies for effective operations of TOC and SSP to include incident and special event management
• Experience in using and operating an Advanced Traffic Management System, Workzone Management Software and Intelligent Transportation System
• Experience working in a 24-hour operations environment
• Experience overseeing the work of others and making assignments
• Experience with contract management
• Knowledge of federal and state regulations and procedures related to incident management
• Training in FEMA ICS 100, 200, 700, and 800
• Ability to obtain VDOT Basic Workzone Certification within 12 months
