About North East Link

The Spark Consortium has been selected for the Central Package of the North East Link Project - Victoria's biggest road project.

The Spark Consortium’s Design and Construction Contractor - which comprises Webuild, CPB Contractors, GS Engineering and Construction and China Construction Oceania - will deliver the twin three-lane tunnels and key interchanges for the project.

The Central Package will be delivered as a Public Private Partnership and provides three-lane twin tunnels that will close the missing link in Melbourne’s freeway network from the M80 Ring Road to an upgraded Eastern Freeway, reducing journey times and diverting heavy vehicles away from local roads. Up to 135,000 vehicles will use North East Link every day, reducing congestion in the north-east while maintaining local roads.

About the Role

At Spark North East Link D&C we are seeking for a proactive and hands-on and seasoned Resourcing Advisor to support the resourcing needs of a dynamic portfolio on the project. Construction experience is highly desirable for this role.

The position is ideal for a hands-on resourcing professional who thrives in complex, fast-paced project environments and enjoys partnering closely with operational leaders to deliver critical talent outcomes. 

You’ll play a key role in delivering end-to-end resourcing of a white-collar portfolio, supporting workforce planning, social outcomes, and a strong, safety-focused project culture.

Key Responsibilities

End to End Resourcing:

  • Deliver end-to-end recruitment and resourcing activities across the Project, including technical white-collar roles as well as selected executive roles
  • Manage your own portfolio of active vacancies, from role briefing through to offer, onboarding, and mobilisation
  • Support redeployment of existing employees to maximise internal capability and project continuity

Stakeholder Partnership:

  • Partner with Project Leadership and hiring managers to provide workforce planning support, resourcing advice, and regular progress updates
  • Participate in workforce planning discussions and contribute to recruitment governance and continuous improvement initiatives

Social Outcomes & Diversity:

  • Actively support Spark's social impact employment programs
  • Assist in creating opportunities for priority job seekers, Aboriginal businesses, and social enterprises
  • Support female participation initiatives, ensuring strong female representation on shortlists and interview panels where possible

Reporting, Compliance and Process Improvement:

  • Maintain accurate resourcing data and reporting
  • Ensure recruitment, onboarding, and mobilisation activities comply with project, safety, HR, and payroll requirements
  • Support internal audits and continuous improvement of resourcing processes
  • Use PageUp ATS effectively (experience preferred but not essential)

About You

You are a proactive and organised Resourcing Advisor with strong stakeholder engagement skills and experience working in delivery-focused environments. You will ideally have:

  • Experience in an in-house resourcing or HR role, within Tier 1 infrastructure, construction, or blue-collar environments
  • Demonstrated experience delivering end-to-end recruitment and generating offers of employment
  • Knowledge of HR and payroll policies, particularly new hire and mobilisation processes
  • Strong attention to detail and ability to manage multiple priorities
  • Excellent communication and relationship-building skills
  • PageUp experience (desirable but not essential)
