Healthcare Procurement Manager - Southern Adelaide Local Health Network

About the role: 

Reporting to the Chief Finance Officer, this role is responsible for planning and managing a critical program for the delivery of best practice procurement and contract management across SALHN and Leading the planning and future directions of SALHN's strategic contract management (to the value of approximately $180million), and procurement, to expertly influence and guide the achievement of critical business goals, and to drive a framework for contract compliance that limits the risks to SALHN.

Duties for the role will include:

  • Leads, plans and manages SALHN's complex and critical contract and procurement functions, and associated systems, decision making and development processes, which ensures the achievement of critical government and agency objectives in this area,
  • Provides strategic leadership and direction for a critical supply of capital equipment and asset purchase program across SALHN and high quality and timely strategic advice to Executive and business units, which influences and ensure best practice development, compliance, and management of associated contracts,
  • Leads the effective determination of priorities for, and the initiation, management and strategic planning of, contract and procurement projects across SALHN, including ensuring processes are in place to manage risks and highly sensitive and contentious issues of significant impact to the agency,
  • Delivers high level oversight and monitoring, and provide expert input into related performance analysis and the development of improvements, to ensure that all appropriate contracting administration mechanisms, processes and systems are effective and up to date, including contract registers and procurement documentation

About you:

  • Degree in Business Management/Administration,
  • Proven exceptional ability to oversee and manage complex contracting and procurement projects and acquisitions at a senior level, and to expertly determine requirements for, and apply, high level analytical, organisational and strategic planning skills, including the provision of well researched, influential and high-level advice and information resources,
  • Demonstrated highly effective and influential written and verbal communication and interpersonal skills, and a demonstrated ability to expertly negotiate and liaise with senior management and executive levels across government and industry, and identify and manage critical risks, impacts, conflict and sensitive issues,
  • Proven high level and extensive experience in leading, driving, promoting, fostering and maintaining a broad range of positive and beneficial networks and relationships across a range of levels, including establishing high levels of credibility with clients and stakeholders, in order to expertly influence and guide effective outcomes for critical programs and projects across the public and private sectors,
  • Proven extensive experience in establishing and managing multifaceted contracts and service level agreements for large and complex acquisitions,
  • Demonstrated high level facilities management experience, including the planning and delivery of strategies, projects, regulatory requirements and financial management, to meet quality and cost standards and objectives,
