Senior Manager of Environmental Services

Overview:
The SMES will oversee all day-to-day operations of the Environmental Services operations. The incumbent is expected to execute job duties with a high degree of initiative and independent judgment. The SMES is responsible for ensuring that all university buildings are routinely cleaned and cleared of daily trash. This position shall develop standards to which buildings will be staffed and maintained including accountability metrics which will assess performance and inform decisions about continuous improvement. They shall develop a program that supports marketing and enrollment and retention efforts through the consistent delivery of sanitary and aesthetically pleasing environments while focusing on cost containment and overall staff productivity. The incumbent should be a high energy individual with significant customer service skills and a passion for continuous improvement. Must have the ability to hold others accountable through positive reinforcement. The position will have contact with members of Senior Administration and must project competence and confidence when dealing with the campus community. Establish parameters for service levels utilizing APPA guidelines, or other industry standards for custodial, grounds, and maintenance services. Responsible for setting priorities, monitoring, communicating corrective actions, recommends training, and compliance by communicating with management oversight for each service area. Success will be dependent on ability to use interpersonal skills to gain agreement on course of action on corrective actions. The SMES will provide detailed information on the day-to-day operations pertaining to in-house custodial staff and outsourced custodial services on campus and at the ISC. This position will assist with the scheduling of project work for Environmental Services with in-house staff and third party vendors and work order delegation when needed.
Responsibilities:
  • Responsible for ensuring that all university buildings are routinely cleaned and cleared of daily trash.
  • Develops staffing models to most efficiently complete the work and continuously improve productivity.
  • Advises the senior administration regarding the general condition and cleanliness of university facilities by conducting regular inspections, conducting bi-monthly assessments on all employees, and administering the CMMS system (currently Schooldude).
  • Establishes accountability measures and ensures that staff are meeting performance expectations.
  • Works to integrate “green” products and processes into environmental services.
  • Ensures that custodial personnel have the equipment and supplies necessary to perform services by reviewing requests from employees for supplies and equipment, requisitioning for replacement items as necessary, and directing the storage of supplies and equipment in a secure facility. Ensures that all Associate Director of Maintenance, Facilities Management equipment is in proper working condition, and that all preventative maintenance is being performed.
  • Develops an effective staff by hiring qualified applicants, ensures training of employees to proper standards, supervising the performance of departmental tasks (either directly or indirectly), overseeing the evaluation of employee performance, directing corrective measures to be taken when necessary, and planning the professional development of Custodial Services personnel.
  • Provides essential personnel management services for custodial personnel by maintaining appropriate supervisory records, handling or referring employee grievances as appropriate, remaining knowledgeable of and enforcing the University Collective Bargaining Agreement provisions, reviewing and approving employee requests for vacation, and other excused periods away from work, and completing employee performance evaluation reports.
  • Assures compliance with university rules and policies regarding employee conduct by advising and counseling custodial personnel regarding university rules and policies on employee conduct, providing positive progressive discipline in accordance with university policy to include verbal warnings and written reprimands for violations, keeps the Associate Director of Maintenance and Environmental Services informed of disciplinary actions, and seeks approvals throughout the process as appropriate.
  • Works with Residence Life to support student “move in” and “move out” activities. Assesses dorm damage and prepares estimates for back charging students for damages.
  • Provides pest control for all university buildings.
  • Provides Window washing services for all university Buildings.
  • Ensures that Environmental Services staff participate in emergency snow removal activities and coordinates labor resources with the Associate Director of Maintenance and Environmental Services.
  • Works with Financial Operations to bid and award annual contracts for cleaning supplies.
  • Ensures that accurate records are maintained for attendance and call offs as they pertain to the awarding of bonus payments.
  • Determines through collaboration assignment of APPA standards to both buildings and sites at all university locations.
  • Establishes inspection schedules for the following (a) buildings, (b) grounds, (c) union employee to ensure quality standards and customer satisfaction is achieved. Participates in meetings with senior level administrators to understand customer needs and deliver perception of success organizationally.
  • Focuses on customer needs and customer satisfaction, projects a positive customer service environment to both internal and external customers, and promotes and encourages an attitude of exemplary customer service and high integrity to all of the staff within Custodial Services.
  • Direct responsibility for monitoring, and maintaining Environmental Service metrics and KPI goals as established by the Associate Director of Maintenance and Environmental Services.
  • Facilitates and manages the compliance of all quality system processes to ensure on-time resolution and closure. Works closely with Colonial Central in understanding non-compliance, repeat calls, and root cause issues.
  • Performs or assists in investigations of quality issues or customer complaints for operational issues related to environmental services.
  • Review of all residence halls prior to student move-in to ensure satisfaction related to solvable issues outside of the built environment or deferred maintenance issues. Submits work requests and reviews for compliance.
  • Contributes to a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.
  • Continually looks for ways to improve on the efficiencies of the custodial staff, including both in-house and outsourced custodial services.
  • Provides assistance with the procurement of parts for Maintenance and Environmental Services.
  • Contributes to the overall success of the Facilities Management by performing all other duties and responsibilities as assigned.
Minimum Qualifications:
  • High School diploma or GED with related technical training or extensive on-the-job experience is required.
  • Five (5) years experience in Environmental Services and or other Facilities related fields required.
  • Experience must demonstrate the management of custodial operations. Experience must include the supervision of custodial staff and associated administrators. Experience in custodial operations in a higher education campus setting or with a state organization in a campus setting is preferred. Supervisory Responsibility Managerial Responsibility
