Department

Capital Programs and Facilities Management (CPFM) within the Division of Administration and Finance is committed to planning, developing, and maintaining a safe, sustainable, and high-quality learning and working environment for the campus community. Facilities Management provides oversight of university resources and assets and is responsible for the development of the University’s facilities including land use planning, capital improvement, project development, construction, as well as facilities operations and maintenance including custodial services, landscape services, building trade services, mechanical and electrical, and recycling services. We seek an exceptional individual to join our Financial Operations team as the Facilities Finance Analyst (Administrative Analyst/Specialist – Exempt I). The ideal candidate in this role should have a positive attitude and an active, energetic mind characterized by highly ethical practices and a commitment to inclusivity, openness, flexibility, integrity, and kindness.

Duties and Responsibilities

Under the direction of the department Finance Manager, the Facilities Finance Analyst is responsible for completing a wide range of specialized analytical and administrative duties that require independent research and knowledge of financial accounting. It requires good judgment and effective problem-solving skills in order to support and analyze the day-to-day financial and contractual operations of the Capital Programs and Facilities Management (CPFM) operations. Coordinates and administers the Facilities operation cost recovery billing process of work orders and utilities costs. Works well in a team environment and can maintain good working relationships with various constituencies. This position requires the ability to collaborate with managers, directors, vendors, and staff on various financial assignments that require the accountability for own work results. This position requires initiative, attention to detail, data accuracy, and organization. Performs technical duties and uses independent judgment to make decisions, interpret and apply a wide range of policies and procedures of CSUF Contract and Procurement, Accounts Payable, Accounting and Budget Office. Other duties as assigned.

Essential Qualifications

Bachelor’s degree from an accredited four-year college or university and/or the equivalent training and administrative work experience involving the study, analysis, evaluation, development or improvement of administrative policies, procedures, practices, or programs plus two years of related experience. Working knowledge of and the ability to apply standard theories, principles, practices, techniques applicable to the program or administrative specialty to develop conclusions and make recommendations. Thorough knowledge of policies, procedures, and outside regulations pertaining to the applicable program or administrative specialty. Working knowledge of operational and fiscal analysis and techniques. Ability to take initiative and plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved. Skilled in research, development, and evaluation of policies and programs. Ability to collect, evaluate, and interpret data to develop sound conclusions and make appropriate recommendations. Expertise investigating and analyzing problems with broad administrative impact and implications. Ability to anticipate problems and address them proactively. Demonstrated ability to effectively interpret, organize, and present information and ideas in written or presentation form. Ability to train others on new skills and procedures and provide lead work direction.

A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to complete the background check satisfactorily may affect the continued employment of a current CSU employee who was conditionally offered the position.  

Preferred Qualifications

Experience in the CSU System. Experience with procedures and regulations of CSU Facilities Management. Experience with CSUBUY P2P system.

License/Certifications

A valid California driver’s license.

Pursuant to the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, the current Annual Security Report (ASR) is available for viewing. This report contains the current security and safety-related policy statements, emergency preparedness and evacuation information, crime prevention and sexual assault prevention information, and drug and alcohol prevention programming. The ASR also contains statistics of Clery Act crimes for California State University, Fullerton for the last three (3) calendar years. Paper copies are available upon request at the CSUF Police Department.

Notice of Availability of the Annual Fire Safety Report (AFSR)
In addition, pursuant to the Higher Education Opportunity Act, the Annual Fire Safety Report (AFSR) is also available for viewing. The purpose of this report is to disclose statistics for fires that occurred within California State University, Fullerton housing facilities for the last three (3) calendar years, and to distribute fire safety policies and procedures intended to promote safety on campus.
