About the Position: 

Capital Programs and Facilities Management (CPFM) is committed to planning, developing, and maintaining a safe, sustainable, and high-quality learning and working environment for the campus community. Facilities Management provides oversight of university resources and assets and is responsible for the development of the University’s facilities including land use planning, capital improvement, project development, construction, as well as facilities operations and maintenance including custodial services, landscape services, building trade services, mechanical and electrical, and recycling services. We seek an exceptional individual to join our Environmental Health and Safety team as the Occupational Health and Safety Officer (Administrative Analyst/Specialist-Exempt II).

Under the general direction of the Associate Director of Environmental Health and Safety (EHS), or their designee, the Occupational Health and Safety Officer is the Occupational Health and Safety Officer on record for the Campus. They are responsible for planning, developing, implementing, and maintaining the various occupational safety and health programs necessary to ensure a safe and healthy environment for faculty, staff, students, and the general public. They will conduct routine inspections, follow-up inspections, and complaint/incident investigations for the occupational safety and fire life safety programs to ensure compliance with applicable regulations and the public’s health and safety.  The Occupational Health and Safety Officer will oversee occupational safety and health programs, including but not limited to, the Bloodborne Pathogen Program, Respiratory Protection Program, Hearing Conservation Program, Asbestos Safety Program, Fall Protection Program, Electrical Safety Program, Lockout Tagout Program, Medical Monitoring Program, Campus Ergonomic Program, Personal Protective Equipment Program, and Job Hazard Analysis electronic library.    

They will utilize federal, state, and local regulations to determine occupational safety and health compliance. Will interact as needed with state and federal regulatory personnel to maintain compliance with existing and new laws. This work requires regular participation in planning and development activities and as required, independent determination of methods to meet programmatic or administrative goals. Provides consultation and expert advice to the campus community. The Occupational Health and Safety Officer will work closely with Workers’ Compensation to follow-up on campus incidents and recommend preventative measures. This position will assist as needed other programs within the Environmental Health and Safety Department. Other duties as assigned.

Essential Qualifications

Bachelor’s degree from an accredited four-year college or university and/or the equivalent training and administrative work experience involving the study, analysis, evaluation, development or improvement of administrative policies, procedures, practices or programs plus four years of related experience. Working knowledge of and the ability to apply standard theories, principles, practices, and techniques applicable to the program and/or administrative specialty to develop conclusions and make recommendations. Thorough knowledge of the policies, procedures, and outside regulations pertaining to the applicable program and/or administrative specialty. Working knowledge of operational and fiscal analysis and techniques. Ability to take initiative and plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved.  Skilled in the research, development, and evaluation of policies and programs. Ability to collect, evaluate, and interpret data to develop sound conclusions and make appropriate recommendations. Expertise in investigating and analyzing problems with broad administrative impact and implications. Ability to anticipate problems, address them proactively, and develop appropriate recommendations leading to solutions. Demonstrated ability to effectively interpret, organize, and present information and ideas in written or presentation form and use consultative and facilitation skills to gain consensus. Ability to train others on new skills and procedures and provide lead work direction. Proficiency in Microsoft Excel, Word, PowerPoint, Access, and Outlook. Ability to communicate clearly and effectively both orally and in writing. Ability to establish and maintain effective and cooperative working relationships with others.

A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to complete the background check satisfactorily may affect the continued employment of a current CSU employee who was conditionally offered the position.  

Preferred Qualifications

Bachelor’s degree in a physical science, occupational safety, public health, or a closely related field. Minimum of three years’ experience in the environmental health and safety, risk management, industrial hygiene, or occupational safety field. Strong and effective oral and written communication skills. Working knowledge of ergonomic and human factors. Knowledge of computer hardware and software programs (e.g. Microsoft Word, Excel, PowerPoint, Outlook). Have a knowledge or ability to utilize various occupational safety instruments. Ability to conduct training or present safety information. Position requires the presentation of safety information or training to faculty, staff, and students in areas of environmental health, occupational health and safety, safety inspections, ergonomics and other complex subjects. Competent person level training in Environment, Health, and Safety (EHS) topics such as fall protection, trenching, etc. preferred or will be provided.

License/Certifications

A Valid California Driver's License. Live Scan required.

AHERA (Asbestos Hazard Emergency Response Act) and Lead I/A Certifications for sampling of asbestos and lead preferred or will be provided.

First Aid/Cardiopulmonary Resuscitation (CPR)/Automated External Defibrillator (AED) instructor certification preferred or will be provided.

40-hour HAZWOPER (Hazardous Waste Operations and Emergency Response) training preferred or will be provided.

OSHA (Occupational Safety and Health Administration) 10-hour and/or OSHA 30-hour general industry certification preferred or will be provided.

Associate Safety Professional (ASP) or Certified Safety Professional (CSP) certification or ability to obtain.

This position will require the person to walk on campus, walk on paved, unpaved, uneven paths, roads, walkways, upstairs, ladders, reach, enter small spaces, kneel, squat, in areas such as offices, academic classrooms, laboratories, industrial areas, athletic fields, housing structures, parking structures, and retail food facilities; enter and monitor dusty, noisy, hot and cold areas or areas purported to contain unknown odors, smells, and/or chemicals. May require attendance at trainings, meetings, and/or conferences out of the area and away from the campus for several days.

Provide 24-hour emergency response support during major incidents including events involving hazardous materials/wastes, personal injuries, fires, and/or natural disasters.
