Rate of Pay:

This position is a grade 16 with a minimum of $66,075. Salary offer will be commensurate with the education/experience, in alignment with the College’s compensation philosophy, and the current CBA, if applicable.

Job Summary:

An employee in this classification performs work of moderate difficulty by providing strategic leadership and direction for the SPEL department developing and expanding structured experiential learning programs.  Work is distinguished by the ability to co-lead in the implementation of various initiatives cross-functionally to provide strategic partnerships designed to meet the needs of stakeholders.  Direction is received by the assigned manager.


Required Knowledge, Skills & Abilities:

  1. Master’s degree in Business, Education, or related field with a minimum two years’ administrative experience or equivalent combination of training and experience.
  2. Considerable knowledge in developing and managing business relationships and building partnerships.
  3. Considerable skills working with grants.
  4. Considerable skills in developing and maintain experiential learning opportunities in higher education.
  5. Considerable skills thinking strategically, developing a vision, and implementing its details.
  6. Considerable skills to provide leadership in organizational change.
  7. Considerable skills in client relationship management.
  8. Considerable skill in the use of the Microsoft Office Suite, including but not limited to Word, Excel, Access and Publisher
  9. Considerable skill in organizing work to meet established deadlines while maintaining attention to detail.
  10. Considerable skills in verbal and written communication.
  11. Considerable skill in interpersonal interaction to be applied to a variety of individuals with differing education, ethnic and socio-economic backgrounds.
  12. Working skill in operating a personal computer, applicable software and peripheral equipment as well as learning and adapting to new and updated programs and technology.
  13. Must be available to work a flexible schedule, including evenings and weekends when required by the department’s needs.

Desired Knowledge, Skills & Abilities:

  1. Good knowledge of ECC transfer, career, and technical education programs.

Essential Duties:

  1. Leads strategic outreach to regional business and industry for collaboration on experiential learning opportunities and serves as a liaison to businesses on SPEL initiatives.
  2. Using a sector strategy approach, proactively coordinates with key internal stakeholders to establish relevant strategic partnerships to increase experiential opportunities at ECC.
  3. Engages business, workforce and economic development, that can help the college achieve workforce and student career readiness post-completion.
  4. Participate in the bi-annual established advisory meeting for each CTE department. Assist in building diverse committee membership as needed.
  5. Develop and administer the vision of experiential learning opportunities at ECC with key internal stakeholders with a primary focus on apprenticeship and internship programs. 
  6. Conduct program and employee evaluations to ensure Department of Labor and grant compliance.
  7. Manage daily operations and delivery of centralized employer relations services and programs including the Salesforce CRM.
  8. Create effective marketing as well as employer, and student retention strategies.
  9. Represent the college at local, state, and national organizations in community workforce and economic development activities as needed.
  10. Proactively communicates and coordinates with workforce and CTE related areas of the college helping to integrate and execute overall strategy.  Using labor market data and regional employer input identify student employability gaps to develop student work-based learning interventions.
  11. Adhere to grant reporting and monitoring guidelines by providing timely collection and completion of reports, accounting accuracy and other grant-related activities. Design and implement different grant execution plans that allow for allocation and tracking of grant resources to program participants which can include tuition assistance, transportation and other supportive services in partnership with many departments. Closely monitor grant budgets and outcomes to ensure the completion of required outcomes.
  12. Participates in annual planning for Perkins grant funding; provide input and assistance with CTE strategic initiatives; assist with third-party accreditations for CTE programs in terms of industry partner support. Responsible for updating Perkins staff with proper reporting as outlined by that grant.
  13. Host a local and regional meetings or events that encourage collaboration with the college and key stakeholders in our local and regional workforce.  Maintains proper usage, upgrades and recruitment for the Hire Spartans.
  14. Maintains required training, licensure and/or certifications
  15. Maintains confidentiality of privileged information and adheres to applicable privacy laws
  16. Demonstrates sensitivity, understanding and respect of diverse populations within the workplace.
  17. Maintains an understanding of the work of colleagues to effectively provide backup and/or support for co-workers during times when the division is short-staffed or experiencing an increased volume of work.
  18. Adheres to department guidelines for attendance and punctuality
