About North East Link
The Spark Consortium has been selected to deliver the Central Package of the North East Link Project - Victoria's biggest road project.
The Spark Consortium’s Design and Construction Contractor - which comprises Webuild, CPB Contractors, GS Engineering and Construction and China Construction Oceania - will deliver the twin three-lane tunnels and key interchanges for the project.
The Central Package will be delivered as a Public Private Partnership and provides three-lane twin tunnels that will close the missing link in Melbourne’s freeway network from the M80 Ring Road to an upgraded Eastern Freeway, reducing journey times and diverting heavy vehicles away from local roads. Up to 135,000 vehicles will use North East Link every day, reducing congestion in the north-east while maintaining local roads.
About the Opportunity:
Want to be part of Melbourne’s most iconic project and join a team of tunnel experts? We are seeking a Lead Engineer with ITS experience to join our MEI team on North East Link Project. To oversee all stages of the project life cycle, from preliminary planning and procurement, to construction, commissioning, and handover of ITS systems, including those in Secondary Packages
These systems encompass a wide range of elements including ventilation and smoke management systems in tunnels, buildings and egress zones, all pivotal for safe and efficient operation of road tunnels. In addition, the ITS discipline encompasses the delivery of the OMCS (Operational Management Control System) which is integral to the successful implementation of the ITS solution in the Tunnel and Surface.
This role will be accountable for:
- Plan and coordinate ITS project scopes, objectives, deliverables, and schedules in collaboration with the ITS Project Manager, identifying risks and appropriate mitigation strategies
- Oversee delivery of assigned ITS works, coordinating resources, suppliers, and subcontractors to ensure activities are executed safely, efficiently, and in accordance with project plans, standards, and regulatory requirements
- Provide leadership and clear direction to delivery teams, communicating priorities and ensuring alignment with strategic project outcomes
- Engage with key stakeholders including site teams, consultants, contractors, and regulatory authorities, presenting progress updates and supporting effective project decision-making
- Implement and maintain quality assurance and compliance processes to ensure works meet contractual, industry, and client requirements while promoting a strong safety and quality culture
- Proactively identify, assess, and communicate project risks, recommending practical mitigation measures
- Monitor project performance against budget and schedule, identifying deviations and supporting corrective actions where required
- Ensure accurate and timely preparation of project documentation, reports, and performance metrics
- Support testing, commissioning, handover, and project close-out activities to ensure successful transition to operations
Minimum Requirements for this role are:
- Master’s Degree in Engineering or equivalent
- Diploma of Project Management in Engineering Science, Building, Construction or equivalent
- Proven delivery experience on large scale infrastructure project(>$50M) in construction
- In-depth knowledge of ME&I engineering and ITS
- Project Engineer and operational experience is desirable with a minimum of 10 years in Construction
- Understanding of the Quality Management Plan, Safety Management Plan, Environmental Management Plan and Projects Design Management Plan
- Ability to manage and mentor a team of engineers
- Excellent project management skills
- Knowledge of relevant industry codes, standards and regulations.
