Department |
Capital Programs and Facilities Management (CPFM) within the Division of Administration and Finance is committed to planning, developing, and maintaining a safe, sustainable, and high-quality learning and working environment for the campus community. Facilities Management provides oversight of university resources and assets and is responsible for the development of the University’s facilities including land use planning, capital improvement, project development, construction, as well as facilities operations and maintenance including custodial services, landscape services, building trade services, mechanical and electrical, and recycling services. We seek an exceptional individual to join our Design and Construction team as the Construction Management Analyst (Administrative Analyst/Specialist Exempt I). Duties and Responsibilities |
Under the general direction of the Director of Planning, Design and Construction or their designee, the Construction Management Analyst performs complex administrative duties to support the Director, Project Managers, Project Coordinators, and Inspector in the coordination of all areas of project management for the planning, design, and construction phases through project completion of major capital and minor capital projects. The Construction Management Analyst is detail oriented, analytical, and has strong problem-solving skills. Works well in a team environment and can maintain good working relationships with various constituencies. Possesses flexibility and has the ability to balance multiple demands while maintaining a positive attitude and great customer service. The Construction Management Analyst should have strong communication skills and is responsible for adherence to strict guidelines and recommendations of the Chancellor’s Office - Capital Planning, Design, and Construction (CPDC). The Construction Management Analyst is responsible for a wide range of construction management tasks, including preparation of bid packages and documents, change order approvals, assisting with procurement processing, and reporting. Responsible for the data management of the department using a variety of electronic platforms for contracts, projects, work orders, and other programs. Responsible for detailed financial reporting on contract expenditures to ensure fiscal responsibility on minor and major capital projects, and expertise in interfacing with Contracts and Procurement, Budget, and the Finance teams. Performs other duties as assigned. |

Essential Qualifications |
Bachelor’s degree from an accredited four-year college or university and/or the equivalent training and administrative work experience involving the study, analysis, evaluation, development or improvement of administrative policies, procedures, practices, or programs plus two years of related experience. Working knowledge of and the ability to apply standard theories, principles, practices, techniques applicable to the program or administrative specialty to develop conclusions and make recommendations. Thorough knowledge of policies, procedures, and outside regulations pertaining to the applicable program or administrative specialty. Working knowledge of operational and fiscal analysis and techniques. Ability to take initiative and plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved. Skilled in research, development, and evaluation of policies and programs. Ability to collect, evaluate, and interpret data to develop sound conclusions and make appropriate recommendations. Expertise investigating and analyzing problems with broad administrative impact and implications. Ability to anticipate problems and address them proactively. Demonstrated ability to effectively interpret, organize, and present information and ideas in written or presentation form. Ability to train others on new skills and procedures and provide lead work direction. A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to complete the background check satisfactorily may affect the continued employment of a current CSU employee who was conditionally offered the position. |

Preferred Qualifications |
Ability to work independently, as well as in a team environment. Ability to effectively communicate orally and in writing, including written analysis and recommendations. Ability to conduct research and prepare analysis and recommendations for management consideration. Possesses a relevant background in at least one of the following: accounting and reconciliation, compliance and auditing processes, or data management. Desires to work in a fast-paced, service-oriented state agency prioritizing accountability, transparency, and customer service. Possesses flexibility and has the skill to manage multiple demands with competing priorities, while maintaining a positive attitude and great customer service. Possesses the ability to use Microsoft Word, Excel, Outlook, PowerPoint, and Adobe Acrobat. Knowledge and ability to work with Planning, Design, and Construction, and Facilities software systems including Work Order database systems, Project Management software, and construction contract systems. Ability to interpret contract terms and conditions and relay this information to internal and external stakeholders. Provides mediation and develops and foster working relationships with internal and external stakeholders including contractors, vendors, customers, Chancellor’s Office, Finance, Contracts and Procurement, and the Budget Office. |

Pursuant to the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, the current Annual Security Report (ASR) is available for viewing. This report contains the current security and safety-related policy statements, emergency preparedness and evacuation information, crime prevention and sexual assault prevention information, and drug and alcohol prevention programming. The ASR also contains statistics of Clery Act crimes for California State University, Fullerton for the last three (3) calendar years. Paper copies are available upon request at the CSUF Police Department.
Notice of Availability of the Annual Fire Safety Report (AFSR)
In addition, pursuant to the Higher Education Opportunity Act, the Annual Fire Safety Report (AFSR) is also available for viewing. The purpose of this report is to disclose statistics for fires that occurred within California State University, Fullerton housing facilities for the last three (3) calendar years, and to distribute fire safety policies and procedures intended to promote safety on campus. A paper copy of the AFSR is available upon request by contacting the Housing Office located at The Housing & Residential Engagement Main Office.
