About the Position

The University Police Department is a California Police Department responsible for the prevention of crime and the enforcement of applicable Federal, State, and local laws and regulations on the Cal State East Bay campus.  Under the general supervision of the Chief of Police, the sergeant is responsible for: coordinating resource systems in support of the Department’s administrative and operational functions, providing research assistance to Department managers in the development of the organization, providing leadership and supervision to assigned employees.

Responsibilities

Leadership & Supervision, Direction and Guidance:

  • Provide direct supervision of assigned employees and functional supervision of non-assigned employees.
  • Provide direction to employees regarding appropriate application of rules, regulations, orders, procedures and policies.
  • Provide direction to employees regarding the appropriate use and care of department equipment, supplies, and facilities.
  • Delegate appropriate duties and appropriate level(s) of responsibility/authority to subordinates.
  • Develop/maintain appropriate systems of accountability for subordinates.

Review and Discipline:

  • Inspect, review, and approve employee performance of duties pertaining to their assignments.
  • Participate in the development of employees by providing in-service training.
  • Investigate conduct, takes immediate action as necessary, and reports through the chain of command, any circumstances that may adversely affect the Department, University, or Community.

Oversight and Guidance:

  • Oversee and provide guidance to the Student Services Officer Program.
  • Guide, review, and approve employee documentation of incidents, case investigations, and shift activities.       
  • Participate in the development and training of other employees.
  • Investigate and report, through the chain of command, circumstances that may adversely affect the Department, University or Community.

Projects and Assignments:

  • Assist with the planning, staffing and scheduling of resources to meet unit and shift responsibilities.
  • Handle special administrative and criminal investigations, as assigned.
  • Conduct follow-up investigations.
  • Track open investigations and closing cases when appropriate.
  • Acts as the liaison with the Assistant District Attorney (presenting investigations for charging).
  • Crime prevention and crime analyst (conducts outreach presentations to community members).
  • Provide liaison with Student Housing.
  • Coordinate the receipt, investigation and dissemination of sexual offender information, as assigned.
  • Provide liaison work and coordinates with the Sexual Assault Habitual Offender Program, as assigned.
  • Coordinate the dissemination of Victims Rights Information, as assigned.
  • Implement Community Oriented Policing and Problem Solving initiatives and training in the Department and Community.
  • Complete the monthly UPD work schedule, semi-annual shift bids, and annual vacation bids.

Records and Training:

  • Coordinate the Department’s records systems (employment, administrative investigation, and training).
  • Maintain standards, objectives, policies and procedures pertaining to training records.
  • Assist managers with the development of internal administrative procedures pertaining to records.
  • Facilitate processing, retention, and release of records.
  • Complete records forms, reports, and correspondence.
  • Maintain special records forms and reference files.
  • Complete and maintains internal schedules for records processing and reporting.
  • Develop and interprets records data.
  • Facilitate records audits.
  • Collaborate internally and externally to validate appropriateness of services.

Evidence & Property:

  • Coordinate the Department’s evidence and property systems.
  • Maintain standard, objectives, policies and procedures pertaining to evidence and property.
  • Assist manager with the development of internal evidence and property administrative procedures.
  • Facilitate processing, preservation, retention, release of evidence and property.
  • Complete evidence and property forms, reports, and correspondence.
  • Maintain special forms and reference files pertaining to evidence and property.
  • Complete and maintains internal schedules for evidence and property disposition.
  • Develop and interprets evidence and property data.
  • Facilitate evidence and property audits.
  • Collaborate internally and externally to validate appropriateness of services.

Equipment:

  • Coordinate the Department’s equipment inventory.
  • Maintain equipment standards, objectives, policies and procedures.
  • Assist managers with the development of internal administrative procedures pertaining to equipment.
  • Facilitate the development and maintenance of the Department’s equipment.
  • Complete equipment forms, reports, and correspondence.
  • Maintain special equipment forms and equipment reference files.
  • Update and maintains internal schedules for equipment maintenance and replacement.
  • Develop and interprets equipment inventory data.
  • Facilitate equipment inventory audits.
  • Collaborate internally and externally to validate appropriateness of services.

Emergency Planning:

  • Coordinate the Department’s emergency planning processes.
  • Maintain standards, objectives, policies and procedures pertaining to emergency planning.
  • Assist managers with the development of internal administrative procedures pertaining to emergency planning.
  • Maintain the development of emergency planning standards, objectives, policies and procedures.
  • Facilitate the development of emergency planning information.
  • Complete emergency planning forms, reports, and correspondence.
  • Maintain special forms and reference files pertaining to emergency planning.
  • Update and maintain internal processes for emergency planning.
  • Develop and interpret emergency preparedness audits.
  • Collaborate internally and externally to validate appropriateness of services.

Administrative Support: 

  • Assist in the development of the organization.
  • Assist managers with the development of internal administrative procedures.
  • Prepare internal and external administrative correspondence.
  • Prepare and maintains cost analysis reports as required.
  • Recommend appropriations based on assessed needs.
  • Assist with the development of proposals for alternate programs and resource funding.
  • Conduct research in support of audits or benchmarking processes.
  • Conduct research in support of Community Oriented Policing and Problem Solving initiatives.

Conducts Research:

  • Research, analyzes, and interprets information for the development of reports, proposals, and justifications.
  • Research and report on policies, laws, and regulations that affect administrative or operational functions.
  • Research reports on circumstances that may adversely affect the Department, University or Community.

Additional Duties as Assigned:

  • Perform additional duties for the successful accomplishment of the Department’s mission.

Minimum Qualifications

Knowledge and Abilities:

  • Comprehensive knowledge of current law methods and procedures.
  • Comprehensive knowledge of current criminal codes and laws.
  • Comprehensive knowledge of effective investigative techniques and procedures.
  • Effective oral and written communication skills, including writing clear and comprehensive reports.
  • Ability to work independently and make sound judgments.
  • Ability to provide effective leadership, training and direction to assigned personnel.
  • Ability to supervise and evaluate employees effectively.
  • Ability to assist in developing department policies and procedures.

Education and Experience:

  • High school diploma or equivalent and graduation from Peace Officer Standards and Training (P.O.S.T.) academy.
  • Three or more years of active law enforcement experience.
  • Completion of a P.O.S.T. Supervisory Program is desirable or must be completed within one year of appointment.

License and Certification:

  • Peace Officers in this classification must be or have:
    • Eligible to be a peace officer in the State of California.
    • Possess a valid P.O.S.T. Certificate of Eligibility or a P.O.S.T. Basic Certificate in good standing.
    • Valid California drivers license.

  • Demonstrated ability to maintain strict confidentiality, exercise discretion, and possess tact and judgment.
  • Working knowledge of SAIL and PeopleSoft data systems is desirable.
  • Knowledge about CSU and State travel, training, testing regulations is desirable.
  • Must be able to successfully pass background investigation, written examination, physical agility test, LiveScan, psychological drug screen, and medical exams.

Preferred Qualifications

  • A Bachelor's degree or higher.

Condition(s) of Employment

Satisfactory completion of a background check (including LiveScan, as appropriate), that may include, but is not limited to: criminal records check, verification of academic credentials, licenses, certificates, credit history, professional references and/or verification of work history is required for employment.  Cal State East Bay will issue a conditional offer of employment to the selected candidate, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Unsatisfactory results may also affect the continued employment of current Cal State East Bay employees who were conditionally offered the position.

All background checks are conducted through the university's third party vendor, Accurate. LiveScan is conducted through the University Police Department.
