Job Summary/Basic Function:

Reporting directly to the President, the Vice President for Finance & Administration/Chief Financial Officer (VPFA/CFO) is a member of the President’s Executive Team, and serves as a strategic partner to the administrative council, the Idaho State Board of Education, and the state’s division of financial management, to achieve the fiscal goals of the University.

The VPFA/CFO is responsible for oversight of the Division of Finance and Administration, in addition to serving as the University’s Chief Financial Officer. The VPFA/CFO will serve as the guarantor of financial integrity for the University, ensuring effective and efficient planning and utilization of the University’s resources in service to its mission and vision.

The VPFA/CFO embodies principles of ethical and accountable leadership, strategic decision making, and collaboration with campus constituents to ensure the institution is positioned to meet the financial and operational goals of the Blueprint for Success.

Key Responsibilities:

● In consultation with University stakeholders, develop and manage an RCM budget model and an efficient and effective annual budget process, ensuring the model operates to further the goals of Boise State’s Blueprint for Success and the long-term success of the University;

● Develop a comprehensive communication plan that will lend greater transparency to the budget model and inform stakeholders of its structure, efficiencies, and benefits to the University at large, as well as to departments and units. Translate and share complex financial information and business concepts with a variety of audiences;

● In close collaboration with the Executive team, determine the most financially sound options to expand the University’s footprint in Boise, including new residential options to house a growing student population;

● Assist in determining the best investments to augment the campus’s many attributes to continue to attract students locally, regionally, nationally, and internationally;

● Cultivate a team of highly talented professionals by providing an overarching strategic vision and strategy for the Division and helping to ensure the resources they need to be successful in achieving clearly defined priorities;

● Partner with the Chief Human Resources Officer to develop University-wide compensation strategy to attract and retain a diverse and talented workforce, address pay equity issues, compensation levels, and workforce efficiencies to engage and retain critical talent;

● Partner with the Chief Information Officer to develop a sustainable technology funding model that meets the technology needs of a growing teaching and research institution;

● Provide advice and counsel to the President and senior staff on matters related to financial systems, financial risk management, and information technology; Ensure campus leadership has appropriate knowledge and background for decisions to implement budgets and finances to facilitate academic, research, and operational goals to achieve the strategic plan of the University;

● Oversee the development and management of annual budgets for the University; develop and maintain reserves and associated policies, provide quarterly financial reporting;

● Responsible for the implementation of all fiscal policies and regulations, development and support of a quality service orientation, and for ensuring ethical management within these functions and systems across the University;

● Advocate for the University's equitable share of appropriations from the state of Idaho;

● Lead with an approach that encourages communication and collaboration between academics, auxiliaries, administration, and employees. Understand and respect the differences between various parts of the University and serve as a trusted advisor to all.

Knowledge, Skills, Abilities:

● Entrepreneurial, innovative and collaborative leader who understands the complexities of a large, multi-faceted, decentralized, public teaching and research institution;

● Leadership skills and the ability to work effectively with colleagues, with evidence of strong and effective interpersonal, organizational, analytical, financial, and communication skills;

● Expert-level knowledge of fiscal planning, budgeting, data analysis, forecasting and reporting, financial laws and regulations, and best practices in higher education finance;

● Ability to oversee performing arts center and arena, maximizing revenue-generating opportunities, and supporting cultural endeavors that engage the broader community, while supporting academic and other university uses;

● Demonstrated success aligning finance and administration functions and strategies with overall organizational goals and objectives;

● Superb relationship and bridge builder; able to establish rapport and understanding across multi-level stakeholders and to serve as an impactful, respected voice throughout the organization;

● Ability to represent the University’s needs and interests strategically and effectively to internal and external stakeholders including legislators, members of the executive branch;

● A proven leader that will challenge the Division to embody an executive-level, service-oriented mindset reflective of the University’s mission and goals;

● Proven commitment to embracing and enhancing diversity, equity, and inclusion;

● A master communicator with the ability to cultivate and drive crucial conversations with internal and external stakeholders leading to actionable, productive outcomes;

● Forward-thinking, enthusiastic, and entrepreneurial.

Minimum Qualifications:

The successful candidate will have a master’s degree in Accounting/Business/Public Administration or related field and 10 years of professional fiscal, facilities and/or operations experience overseeing a similarly diverse portfolio with at least five years at the executive-level of chief financial officer, vice president, or associate vice president. 

Preferred Qualifications:

● Significant experience in a public, research intensive, institution of higher education;

● Experience working with legislators, agency heads and boards of directors;

● Successful change management experience in a large, decentralized, complex organization;

● Experience in strategic, comprehensive, multi-year budget planning and implementation;

● Experience with shared governance.
