Job description:

As a member of the HR Management Team, this role will: Oversee and coordinate a team responsible for the provision of a client focussed, confidential, high-quality payroll, leave and personnel service; Manage harmonising payroll, establishment, and employment framework transactional activities as part of a ‘one Tasmanian State Service’ approach to service delivery; Provide high level advice to managers and staff on payroll, leave and personnel matters, including the review of existing practices to ensure compliance with existing employment legislation; Develop HR operational implementation and delivery plans for industrial relations outcomes and State Service initiatives; Foster a culture of quality assurance and efficient work practices that are optimised to ensure that the employee experience is central to service delivery; Establish and maintain best practices within the Department of Justice (DoJ) to ensure information entered into the human resources information system (HRIS). system conforms to privacy, information sharing and other legislated requirements; and Collaborate with Strategy, Governance and Major Projects staff members to ensure system and data readiness for transition to an integrated HRIS.

Hours per fortnight

73.50 hours per fortnight - flexible options available. 

Duties

  • Lead and manage payroll team members which includes developing capability and expertise within a client centric environment.
  • Develop, implement, monitor and review operational processes, guidelines, systems, and quality assurance measures to support the accurate and consistent application of relevant entitlements and conditions, including verification of payroll and personnel transactions.
  • Deliver high quality HR reports and documentation for a range of audiences, including data analysis and recommendations for decision making where required.
  • Provide authoritative HR advice and consultancy services relating to relevant awards, legislation and supporting policies and procedures to managers and staff within the Department.
  • Investigate, resolve and/or provide recommendations for high level and complex payroll, leave and personnel issues including the preparation of applicable correspondence.
  • Provide strategic oversight and overall responsibility of the HRIS including the investigation and implementation of functionality to drive business improvements.
  • Develop and implement relevant documentation and associated confidential, accurate and up to date records as part of payroll business processes.
  • Undertake high level projects and initiatives to advance the efficiency, effectiveness, and service delivery of the broader HR Operations Team, ensuring the ability to adapt to change. This includes participating in projects, working groups and consultative/reference groups within the Division, Department and/or State Government.
  • Responsible for undertaking required system development and maintenance including updating modules and HR data reporting and preparation for the implementation of a contemporary HRIS.
  • Provide high level technical advice and support to system users.
  • Responsible for the effective and efficient delivery of assigned tasks in accordance with departmental and Branch objectives within allocated resources and agreed timeframes.

Desirable Requirements

  • Tertiary qualifications in a business, human resources, or information technology related discipline.
