JOB SUMMARY
The University of Connecticut, Information Technology Services (ITS), is seeking a technical and self-motivated Network Construction Administrator 2. Under the direction of the Network Infrastructure Team Lead, this position will be responsible for facilitating the design, construction and management of network and related facilities for all departments within the University. This technical, service-oriented position is based on the Storrs campus in support of construction projects and operational services. This role also supports and manages related projects throughout the University including regional campus and remote locations. The nature of this position requires the employee to be on site.
DUTIES AND RESPONSIBILITIES
- Perform site surveys for structured cabling and network infrastructure needs.
- Prepare internal designs, specifications, and project documentation for structured cabling and outside plant installations.
- Review and comment on design drawings and specifications produced by external design professionals.
- Coordinate daily project activities, including contractor access, scheduling, deliveries, and installation oversight.
- Review installations for quality control, code compliance, and adherence to University standards.
- Facilitate communication with University departments to ensure project requirements and priorities are met.
- Develop project scopes, budgets, schedules, and cost estimates; track and report progress.
- Submit required permits and documentation to appropriate University offices.
- Review contractor qualifications, product submittals, test reports, change orders, and close-out packages.
- Coordinate IT and telecommunications requirements for large building, utility, and renovation projects.
- Maintain and update systems of record and ensure preservation of outside plant infrastructure.
- Administer maintenance activities for network-adjacent devices such as emergency phones and cameras.
- Train students, technicians, or contracted personnel on documentation systems and best installation practices.
- Participate in updates to University IT design guides and standards.
- Serve as departmental representative in the procurement of equipment, goods, and services as directed.
- Maintain confidentiality and integrity of information in accordance with University Information Security Policies.
- Perform related duties as required.
MINIMUM QUALIFICATIONS
- Bachelor’s degree in a related field and at least four years of experience in the design, planning, estimation, specification, and management of telecommunications/network infrastructure; OR an equivalent combination of education and experience totaling eight years, including at least four years in a related infrastructure design or construction role.
- Demonstrated knowledge of structured cabling systems, outside plant design, building codes, and industry standards.
- Demonstrated ability to oversee voice, video, and data cabling installations for medium to large renovation or capital projects.
- Experience with design documents, equipment/material specifications, and development of statements of work.
- Demonstrated problem-solving and troubleshooting skills.
- Demonstrated written and verbal communication skills, with the ability to collaborate effectively with individuals of diverse backgrounds.
- Experience with productivity software (e.g., Microsoft Office) for generating reports, material lists, and project documentation.
- Proven ability to work independently with guidance from a supervisor and manage multiple concurrent projects.
PREFERRED QUALIFICATIONS
- Experience planning, generating, reviewing, and editing design drawings using AutoCAD.
- Experience or familiarity with IT service management or help desk/ticketing systems.
- Certifications or credentials from BICSI, connectivity manufacturers, or related training programs.
- Experience training technicians, apprentices, or students on standards, codes, best practices, and installation/testing of fiber, telephone, and network cabling.
- A current Connecticut electrical trade license (E, C, T, or TLT).
- Experience with project management methodologies such as PMI or Agile/Scrum.
- Experience working in higher education, campus environments, or similar institutions.
- Experience coordinating network services for AV, card access, IP cameras, SCADA, fire alarm, or broadcast systems.
- Demonstrated knowledge of UConn or State of Connecticut procurement procedures.
- Experience or demonstrated familiarity with UConn Storrs campus buildings and infrastructure.
- Experience with contractor oversight and detailed project cost estimation.

Incumbents must have a reliable form of transportation to respond to emergency network or departmental service outages and travel to regional campus and remote sites. This position also requires the ability to lift equipment and climb ladders.
