About the Position: 

The College of Humanities and Social Sciences is committed in educating students to be culturally, globally, socially, historically, and environmentally astute, civically responsible alumni able to navigate an increasingly complex and interconnected world. We seek an exceptional individual to join our team as the Financial Resources Manager (Administrator II). The ideal candidate in this role should have a positive attitude, an active, energetic mind, and a leadership style that is characterized by highly ethical practices and a commitment to inclusivity, openness, flexibility, integrity, and kindness.

Under the general direction of the Dean of the College of Humanities and Social Sciences (HSS), the Financial Resources Manager (FRM) is the chief resource manager and a member of the HSS leadership team. Serves as a strategic partner to the dean, ensuring optimal alignment and utilization of fiscal resources within HSS including its auxiliary and philanthropic accounts providing analysis of fiscal spending patterns and forecasting and evaluating cost-effectiveness. This position has a dotted-line relationship to the division's Academic Resource Management Office.

The FRM collaborates with Provost Office leadership and other college resource managers to collectively aim for operational efficiency across the division of Academic Affairs. Serves as HSS principal fiscal officer and is responsible for leading all budgetary administration. In collaboration with the dean, develops multi-year and annual plans utilizing all fund sources and ensures optimal alignment of resources with each department, unit, and program within HSS. The FRM develops the Full-Time Equivalent Student (FTES) enrollment targets for each department and works closely with department chairs to develop the class schedule to ensure a balanced budget and equitable workload. Responsible for developing complex analyses and financial reports, formulating scenarios, monitoring expenditures, and account balances, and ensuring that expenses do not exceed budget/revenue. Ensures HSS fiscal operations comply with Chancellor's Office and campus policies and procedures and keeps HSS leadership apprised of new guidelines and changes in campus and system practices. Serves as the HSS representative for all fiscal matters, including accounting, procurement, payroll, student business services, and auxiliary and philanthropic accounts. Develops department enrollment targets to ensure alignment with budget resources.

The FRM in collaboration with HSS leadership, develops strategic organizational plans that create an optimal structure to support the college in achieving its goals and objectives, with the available resources. Manages the faculty additional pay process from all funding sources in HSS. The FRM has broadly delegated authority for fiscal functions and is expected to exercise significant judgment in developing, communicating, and implementing policies and procedures. Works closely with all levels of management, staff, faculty, and student workers and is expected to promote a healthy team culture where all members work collectively to achieve the goals and objectives at the college, division, and University levels. Essential Qualifications

Bachelor's degree from an accredited four-year college or university. A minimum of five years of progressive experience in financial and budgeting analysis and reporting. Strong evidence of overseeing an entire academic unit to include analysis and projection of expenditures and revenues, contracts and grants, and foundation/auxiliary organization funds. Supervisory experience that provided the incumbent with working knowledge of and experience in conducting performance evaluations, recruitment, selection and discipline processes.

A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to complete the background check satisfactorily may affect the continued employment of a current CSU employee who was conditionally offered the position.  

Preferred Qualifications

Master's degree from an accredited college or university in Business Administration. A minimum of seven years of financial and budgetary experience with the California State University system. Knowledge of CSU collective bargaining agreements. Proficient using computers and software applications as related to fiscal management needs. Ability to extract data, analyze and interpret financial data, verify, and present information utilizing PeopleSoft is preferred. Extensive working knowledge of MS Office applications with an emphasis on Excel software for creating and maintaining financial databases. Experience in higher education fiscal affairs, budget preparation and projection, reconciliation, and experience managing instructional budgets of an academic unit. Excellent written, oral, and presentation communications skills. Evidence of ability to be impartial, even-handed and fair, with the ability to balance appropriate transparency with necessary discretion.
