The Office of Research Support Services (ORSS)  provides comprehensive contract and grants management support including proposal development, post award management, reporting and metrics. As an arm of ORSP, ORSS is designed to be the principal faculty-facing research administration management unit for Lehigh research. ORSS serves as the interface between central services such as the Office of Research and Sponsored Programs and academic departments. 

The Manager of Research Support Services is responsible for leading the operations of the Office of Research Support services in the delivery and effectiveness of pre- and post-award management services and processes. Ensures high levels of service satisfaction and leverages metrics to ensure continuous improvement within the department. Ensures collaboration and partnerships with departments, colleges, centers, ORSP and OVPR offices to leverage and strengthen the responsibilities between faculty, departments and central administration. This position is a Grade: 10-40 with an approximate salary range of $65,290-$79,430 and is subject to change based on experience, skills and qualifications

1. Lead and direct all aspects of the ORSS Pre- and Post-Award services

•Maintain responsibility for achieving all service quality standards for the office.
•Serve as the primary contact and escalation point for all pre- and post-award financial management issues for ORSS
•Develop and maintain strong and collaborative working partnerships with faculty, department administrators, ORSP, Research Accounting and other key stakeholders.

2. Collaborate with department/college leadership to achieve effective proposal submission processes and sound financial grant management.

•Work with department/college administrators to ensure service level agreement compliance.
•Manage onboarding activities of new departments including implementing partnership agreements.
•Working with ORSP leadership, ensure continuous, non-duplicative and effective processes, training and services that will aid in the support of the ORSS partners.

3. Execute an effective communication process between ORSS and departments/faculty.

•Develop clear communication channels, knowledge sharing, staff development and process improvements.
•Identify and develop non-duplicative and efficient processes, and services that will optimize the responsibilities between faculty, departments and central administration.
•Implement solutions to process issues and streamline operations to ensure an efficient, effective practice with a high degree of satisfaction.

4. Oversee the ORSS Pre- and Post-Award staff and daily operations.

•Direct pre-award staff to support faculty and department/college administrators through proposal development, submission to ORSP and support in the coordination of subrecipient involvement, when necessary.
•Direct post-award staff to monitor monthly financial review, plan budgeting and forecasting in support of PI through life of award.
•Monitor results of staff and manage performance as appropriate.

5. Develop and maintain knowledge of applicable federal regulations and Lehigh policies and procedures as well as the business of the designated portfolio and associated leadership to provide relevant and strategic management services.

•Monitor and enforce compliance with all university policies, procedures, practices and standards.
•Ensure the optimization of technology, LIRA, Banner and other systems.
•Keep abreast of regulatory, university, sponsor and process changes through involvement in university teams and committees as well as professional organizations.

The duties of this position may allow the employee to work partially remote as deemed appropriate by their supervisor 

Qualifications

•Bachelor's Degree in a related field 

•Three to five years of related work experience

•Current Certified Research Administrator Certification (CRA) preferred

•Highly developed oral and written communications skills

•Demonstrated knowledge of university policies and procedures, federal regulations relating to sponsored research

•Experience in proposal development, monitoring contract or grant budgets and financial analysis

Successful completion of standard background checks including but not limited to: social security verification, education verification, national criminal background checks, motor vehicle checks, PATCH, FBI fingerprinting, Child Abuse Clearance and credit history based upon the requirements of the position
